it wasn't all northern voices. there were people, but they know more spoke out or could speak out then these people in the 1960s, so they could champion the cause of civil rights. it was the social pressures were just too great. during the vietnam war, antiwar activists, they launched a campaign to get protesters to sign a vow that they would not pay their income tax until the war was ended. and i remembered very clearly an incident in los angeles, where a southern california man had actually not only signed the bow, but followed it. he was arrested. his property was seized, and he was put in jail. that was a one-day story. what happened to him after that never made the newspapers, never made the television. and i realize that very few of us and i'm certainly not in that number, are willing to pay the total price for a commitment to a cause. some people are, and i always admire it, but it turned out that campaign against the war fizzled too and the people coming up in the people who organized it paid their taxes. s

this morning, my office released our fiscal economic assessment of the northern waterfront agreement that was introduced last week. the major change with respect to the northern waterfront agreement with the addition of long term development rights for 26 at 28. -- a and 28 -- piers 26 and 28. because of the uncertainty surrounding that, we did not try to model the infrastructure financing agreement, and it appears to have been modified to address that. what we have tried to do is fully account for all of these assets and liabilities that this event would generate and to consider them effortlessly and together. for us, it is this sort of tail that wags the dog, to review some of the figures in the report of last week. this seems to be rough consensus that there is a neighborhood of $20 million in debt will be generated by the event itself from visitors, and tickets, the operations associated with the event. as of last week, there were varying numbers. that would be things like muni costs. $15.2 million is about what the analyst has said. in the event itself, there is a slight gain. o

i am an attorney with the aclu of northern california. i'm the new police practices director at that office. thank you. it's a pleasure to me to. i am here to express some concerns the aclu has about these recent shootings. two apparently mentally ill folks were killed in the space of a week. i saw the video posted online about the most recent shooting. i don't have access to all the details that you have about exactly what happened. i can tell you that we are concerned that, rather than the appropriate focus on what might have been the breakdowns in appropriate procedure with regard to dealing with folks with mental illnesses, the conversation has moved very quickly to tasers. i am very encouraged to hear about the subcommittee. that is exactly the kind of action that i think is appropriate, that the aclu would like to see taken, focus on more appropriate ways of doing training to help equip the officers on the street with the tools they need, and the assistance they need from mental health professionals who are not police officers in re
