northern georgia, all affected by the tornadoes. and up in north dakota from the floods. and when i was flying over north dakota, had the opportunity with the general and a couple congressmen. and as we're flying over, and it was just cresting. in looking at the damages, the general is explaining how many homes and businesses were damaged. in sort of a side mentioned we've really done a good job and haven't lost any lives and working hard, and we saved the school and did this and did that. later i went and talked to the mayor and governor and police, fire, e.m.s. folks and chiefs and command staffs and a lot of people that had been working on fighting the flood in north dakota for literally -- much longer, but this part of it for two weeks. and sometimes i think we miss things and we forget things. but for total devastation, they did not lose one life. that is incredible. if you can view the damage that happened there. and the reason that is, is because they prepared. they took the time. they were exhausted. but they saved lives. devastating, it will take years to rebuild

slow-moving low-pressure system which is not necessarily bad news for areas like southern georgia and northern florida because it's been dealing with serious drought conditions. up toward the north, snow in ontario, and showers in the lower great lakes region will move out. however, another system will be moving into that area, producing thundershowers on your thursday. and more active weather will develop from oklahoma into iowa. and out toward the west, another low-pressure system will be moving into british columbia and the pacific northwest. so things will turn wet and gusty once again. and to the south, very dry and actually temperatures are starting to rise. los angeles getting up to 26 degrees on your thursday. and temperatures will become even warmer as we head into the weekend. and now toward the east, jumping up to 23 in toronto and reaching the 20s if new york city and washington, d.c. finally, let's go over to europe. lots of clouds are blanketing much of europe. we can see this rotating clouds, this is a slow-moving, well-developed low-pressure system still sitting over the britis

and i've drawn districts where i drew the plan for georgia, i drew a nice square district in northern georgia, and there was a mountain range in the middle where you had to go outside the district to get the one side, and so shapes can be deceiving, but i see, yeah, in this redistricting cycle, particularly in texas and elsewhere, claims of intentional discrimination are coming up. justice kennedy decide there's authentic gerrymandering? >> yeah, the last time the supreme court looked at the issue in depth was in a case from the 2000 round of redistricting in pennsylvania where the republicans were in control, and although the state lost -- was losing, i think, three seats 21 to 18, they managed to tear all democrats and try to get additional seats for the republicans, and i guess a little bit wrong about this because some -- i think they didn't succeed in getting as many seats as they hoped for, but the supreme court split into three groups. four of the justices led by justice scalia thought that although political gerrymandering might well violate the constitution, and therefore there's not
