however, we are still tracking this cutoff low over northern mexico in the rio grande valley. basically what that means is a cutoff from the jet stream to the north, that is so like a steering wheel in the car. where returns, that's where your car will go. when they separate, they wander and make their own way. it takes days to move the system out of here. on top of severe weather, flooding concerns for houston, dallas, up to louisiana, arkansas comment this for the next few days likely. one round of rain goes through, another system fires up. this is actually strengthening. we're looking for snow tomorrow in the mountains of mexico as this winds up. it's also the reason for the wind. pressure to the west. a squeeze play going on. while that will sit there for another day or two, that means the wind will still be here another day or two before it moves on. reason tonight but warm and clear. low 70s your evening plans. a beautiful thursday other than wind. 63 to start, we will go to around 84 for a high temperature under sunny to partly cloudy skies. winds around 10-20. sustain

at that, there's some energy in northern mexico that will try to fall in behind it. that cowl still lead to some strong storms in the first part of sunday. as you can see with all of this, it's not a cut and dry front coming across. here's the window where it rains, here's where it doesn't, and it's one and done. we can see the atmosphere break at any given point if the weekend. we're doing our best here in the 10 weather center for the some timing that you could try to at least plan around. for this evening, a few showers are possible, mainly in tampa or north. that's on the lower end of the scale. if we have any severe weather, it will be isolated. what we're getting towards is the wind will pick in the southeast. watch the wintd pick up especially in tampa and the south. it could help lend to or two. strong winds, brain and expectations. trouble with time and placement. it's that late day round that's having a hard time getting a hold you of the timing of. request that been it will carry on into sunday morning as well. somewhere late saturday and early sunday, we'

big story continues to be this monster storm that is staying put over northern mexico. look at the amounts of rain from the rio grande valley to memphis. i want to show you, this will look odd for a moment with all these bright colors but this is rainfall total estimates. i want to show you the high the -- highest amounts. we are talking the texas louisiana state line. ten inches of rain from the texas louisiana state line all the way up to the mississippi river on the arkansas mississippi state line south of memphis. this is mild and mild and just shy of a foot of rain in the last 24-hours. this is just since we saw you yesterday at this time. the reason again is it is a cut off low. meaning the jet stream is up here. it is cut off from the jet stream. it has nothing to push it along. that's why it is staying put the last couple days. it is also the reason for the wind. around a low. high to our east is clockwise. between you get a convergence zone. like winds in downtown buildings it gets squeezed and accelerates. this low should get on the move starting tomorrow. it

movements, some would go on a few months later, but during this period there was insurrection in northern mexicouse people were trying to seek independence. 2, t started on october 1835, at gonzalez, texas. small, little community in gonzalez, texas. remember, texas is a part of mexico at this time. the mexican government, when it was a free government, had encouraged immigration into this part of texas, not just from the united states but from mexico and from european countries. but this town of gonzalez, texas, was in the possession of a cannon. the cannon was to protect themselves from the people who lived in the area that were hostile, as they were called during those days, native americans they were. the mexicans said we want the cannon back. you can't have the cannon in gonzalez, texas. we don't want you having it. and the mexican government made the demand on october 2 to the folks in gonzalez, texas, turn the cannon to the mexican military. and the people, the settlers of gonzalez said, no, we're not going to do it. we're not giving you back the cannon. we need it. and so they resisted.

with the warm temperatures we had a big storm winding up and going out around northern mexico. we have high pressure to the east. being wedged between these two is creating that wind. this is a cut off low. it means the jet stream is up to the north. it has nothing to push it along. it rains one round after another and after another. what you are looking at is 24 hours of rain totals. what is impressive is that it is not just one area. pockets here from south of memphis to just north of the i-10 corridor west of i-49 on the texas louisiana state line. we are seeing over ten inches of rain. not far from it around brian, college station area around texas a&m north of there on the road to dallas. this is winding up and eventually will start moving east. jet stream is up here. it has nothing pushing it along. that's why we are seeing the storms for the last couple days and why we had the squeeze play wedged between the two with all the wind. eventually the high will move north. low will slide east. it gives us shower chances but not for a couple days. low 70s. winds backing up this

and now, what we are watching, is this storm system, that is brewing in northern mexico, right now, and it is going to get caught up in the upper its way through the central part of the country. and what is going to do for us, spark up a few showers, in the form of snow, for the high country, and the possibility for a rain/snow mix here in higher elevations but it won't be until late this afternoon, and evening. we are already starting to see the clouds, just kind of develop over the city, and here is a look at the front range future cast that shows you how the brief round of rain and snow will make its way on to the front range later tonight but it is going to be quick moving. and into tonight. skies will start to clear. and so looking at the rest of the day, i think the afternoon commute is going to be okay. you will be making it okay, on some dry roads. but we could see accumulations in the high country, from this quick-moving storm, from 2-6 inches. and in the foothills, from 1-2 inches. and then a chance for us to see any kind of snowflakes out toward the western and southwestern s

marines are to be tried in a civilian court for the alleged forced disappearance of a man in northern mexico reporter: this case dates back to 2013 when the man filed a criminal complaint to local police and the navy in the northern state. he disappeared just after that in the hands, allegedly in the hands of five naval officers. it's also worth noting that since 2014, military personnel face charges in civilian courts whenever a civilian is involved in the alleged crimes. that's why this case has been handed over to civilian court. and amnesty international told us why this is so important. >> i believe if they are held accountable for all of the actions they -- they do, and the actions are openly divisive in -- not just in courts but in a democratic debate that could lead to a situation in which they refrain from committing crimes while doing their -- their job. >> reporter: this case could stretch on for years as evidence is presented and until a final decision is reached. it shows how military personnel will increasingly be put on trial in civilian courts in the wake of this law, and als

gull islands national seashore is a national park that draws millions of visitors to the northern gulf of mexico and the mississippi barrier islands, horn island, east and west ship island, cat island and the davis buy you area. i'm important to have this historic site within my district. the gulf islands national seashore has been part of the mississippi gulf coast community since congress established the park in 1971. since that establishment the gulf island national seashore as worked closely with the v.f.w. post 5699. in fact, the post has shared a road with the seashore for the better part of the last 30 years. the gulf islands national seashore land exchange act would make permanent an easement that has provided an access road and driveway. in exchange the v.f.w. will give some of its acreage which includes wetlands. the gulf islands national say shore and the v.f.w. support this land exchange and the department of interior needs congressional approval before it can make the land exchange official. that is why i encourage the house to pass this bill today. and i would like to thank chairma
