[applause] thanks regina. you know after the last session we were at lunch and going around. a couple of people came up to me and said, i would like to have a supervisor like mirkarimi or i don't have beat officers like you. no, it's true there are some people that are more involved like us as community people we are more involved and some people

, and supervisor alioto-pier is right that we had the honor of sharing northern station. when 7 people were shot at the housing complex at friendship village, 4 were children, and i was not seeing attention rerouted to our district. i made it clear that if there are other areas that are receiving a level of attention that are not as highly-charged and violent, i would have liked to believe th epolice department and captain at the time would have made the right call and been able to bring in the cavalry that we had at that time. when we went to the police chief at the time, we were seen as to be pushing buttons, asking them to make executive decisions that were not made. ergo, in the absence of having institutionalized expectation that the police department or mayor would do the rigtht thing, having a baseline recognition by san francisco voters that they would like to see foot beats, no matter if we are talking about a toney area of the city that is free from violent crimes and other circumstances, versus another mixed-use quarter, there should not be discrimination betwe

population, and that was in bayview and the western addition, so with the baby station and the northern station in particular, and we then went out and did a lot of outreach to all the roll calls for both of the stations and talked with police officers. we have done outreach to the community resource centers, with a number of community-based organizations there in the schools, that a number of the young people participate in. and there are a couple of new members to the select committees, so let me talk a little bit about how this was intended to be operational and. we have discovered, and we have come up with a strategy where the police will go -- if they see young people hanging out the 20 hours of 9:00 and noon on any day monday through friday, they might approach a young person and ask him if they are supposed to be in school or why they not in school. if they will identify young people who are middle school or high school age, and they will call into the tarc center. we have school district personnel and urban services ymca persons who will then check into the school system to identify whe

the concern from northern station was that any venue that might be open after 2:00 in the morning might provide a venue for an savory activity. i would like you to know that my intention is to provide a more sophisticated and elegant environment for a more mature clientele for late night dining other than, no offense to denny's, but something a little more upscale which really doesn't exist in this city. >> that is what they all tell us. i give great credit to captain mannix at northern station. believe she's the first captain to start twitter and the blogs. other captains have done websites. so we're engaging the community. we, as captains, designate sergeants to be liaisons to community groups. again, i'm going through this list just to tell you that we are engaged and involved in community policing. we're doing some of these things. some stations officers have voice mails and e-mails. we need to work on this department wide. but this is a great way to stay connected to the community. part of our comp stat effort, we're giving officers a daily mission so that you no longer as a police officer just come to work and figure you're going to drive around a little bit. we're trying to connect officers to the crime problems and connect them to the community issues so that when they are off for a couple of days and come back to work, it's like they never left, that they're familiar with what's going on. the need for rapid response asign foot beat officers strategically. i think it
