and lee carried it out, moved to northern virginia and won the second battle and baited maryland. the confederacy was on a roll. the prelateish and french -- and this was the battle of kentucky and retreat of both of the principle confederate armies after the battles. it came as a setback in davis' eyes. but the confederacy bounced back. and then the invasion of pennsylvania which davis gave lee full support for that. he was not able to give lee as many troops as lee hoped for in that invasion but did give the entire support for that even though some members of the cabinet wanted to weaken lee's army and send divisions to tennessee to deal with those threats. that is the third high point for davis and confederacy. maybe one more is the summer of 1864 when davis is actually in the battlefield of virginia as grant and butler are closing in on richmond. the cost of the war in virginia is causing an upswelling of sentiment in the north and it looks like lincoln is going to be defeated for re-election and at least the democrats on the peace platform will win the presidency. >> host: i

for folks traveling in northern virginia, you need to reup that account before you head out the door. and look at the traffic patterns. a number of folks are traveling the express lanes so far. they are stretching 29 miles from garrisonville road to edsel road in fairfax county. now just north of edsel road, we can tell you the express lanes turning back into hov. you do need to hop off before you continue on, because state police are watching. the first offense for being on the hov without three or more people in your car, $125. the second offense $250, with two points on your record. these white panels in my vehicle are the reader. as you can driving by a vehicle you can tell if they have a flex pass or an ez pass, their number, account number and it will also tell whether they have it in mode or not. >> reporter: this new system certainly very helpful to state police, who are monitoring your activity on these lanes. but a lot of drivers are concerned because of the surveillance system. it is a 24 24/7 surveillance system. so some people concerned about their security, but a lot of

metro area mostly in northern virginia, with in-vehicle cameras and other data collection equipment and monitored these drivers for a period of 12 to 13 months. and with researchers manually reviewing video from crashes in that occurred looking at the signatures of drowsiness that was noted in the video, the slack and the face, the eyelids drooping, researchers were able to estimate the level of drowsiness in drivers and estimated that 22 to 24% of the crashes in the near crashes in this study involved moderate to severe driver drowsiness and, again, this was a study in the d.c. metro area where the bulk of the driving was done in circumstances that aren't typically associated with frequent drowsiness. next slide, please. another study that took a totally different approach to this problem was a study by colleagues at the university of north carolina. and in this study, the researchers gatt. erred a sample of police reported crashes from the state of north carolina where the researchers believed there was reasonable ascertainment of whether the driver was known to be drowsy or not to be
