secretary norton, were those components of the bush energy plan? >> to the best of my recollection, man, as to economic incentives we employed the economic incentives on royalty relief that were put in place -- >> my question is that general statement of that energy plan was to provide incentives and to reduce impedments in order to develop more energy supplies. isn't that what the plan was all about? >> we were facing a very serious energy crisis at that point in time -- >> i'm not asking for justification. there is nothing wrong with that. >> we were looking to increase the energy production. >> immediately after the task force released its report the president issued two executive orders. this task force that the vice president cheney chaired was a subject that i know a lot about because i was trying to just find out who he met with. we never even got the lists of the scuteives from industry that he met with. i don't know what the secret was all about but we had to go to the supreme court to try to get that information. so the task force release

in 2008, a jury found norton guilty of first degree murder. but the judge in the case, the same judge in the retrial, found norton's attorney had failed to provide adequate representation. norton says he was at another home's -- woman's home the day his wife was away. >>> san francisco police are still looking for the man who got into a gun fight with officers early yesterday morning. it happened about 5:30 a.m. when officers spotted a car near laguna and gary streets, which they suspect had been carjacked. they tried to pull it over, but the driver with the passenger inside took off, leading officers on a chase. the car crashed on arkansas street. police say that's when one of the suspects fired at officers, who fired back. no one was struck by the gunshots. officers arrested one of the suspects and his name has not yet been released. >>> the city of oakland plagued with violent crime and police layoff, finding a shortage of enthusiasm for national night out. right now the city is about 100 block parties of its goal of 450. national night out
