commissioner norton? commissioner norton: i can only speak for myself, but i do not think at the time i support this resolution that i was clear on what credential they would need to acquire, plans and as our public -- as an education department has said, a pe credentialing is one thing, a california credential is another. if we have required them to take a multiple subject credential, they could have done that without doing some of the other student teaching and other things that would have been required under a pe credential, so i do not think we were clear enough or specific enough about what we were requiring people to do, and i think in addition, i do not think that, in retrospect, that staff was particularly helpful at first in laying out for the instructors what they needed to do to obtain the necessary credentials for the board. i think that in retrospect the two years was unrealistic. in addition, all of this has been because of the changes to the physical education framework that were done by th

commissioner norton.the question i have is about the excel after school programs and i was very concerned to learn that because we are merging two codes into one that now we're going to lose half of our afterschool funding for those sites. is that resolved yet? >> i don't think we know how much we're going to lose. what is going to happen is that it is going to be one school so it will not get two schools allocations but it may be larger because it is a larger school but we don't have a determination of what it is going to be. that was one early tradeoff with you we knew would happen. we wanted to make sure all 600 students were able to benefit. that's an we have been very conscious of. it is an issue we discussed with the joint schoolside councils from the two schools. >> i have heard from members of community. they are very worried about that whether there will still be afterschool options at the new site. >> absolutely. we're looking at what allowable contributions we can make to the program to help ad

congresswoman norton, i'd like to start with you. you fought for equal rights all of your career.ew, is this a setback for women? >> it's a setback, particularly since this is a court intent upon breaking new reactionary ground. remember the ledbetter case, the case that congress had to overturn because they gave a similar procedural interpretation of equal pay for equal work. now, here, they're saying that there's not enough commonality. in my judgment, that's clearly not the case. >> commonality, just to be clear, you're talking about the glue that sort of holds the lawsuit together as to the 1 million or so people who had actually filed to try to come into a class-action lawsuit? >> precisely, but let me tell you what there is commonality in. walmart had a centralized personnel system, and supervisors had unbridled discretion to hire and promote. as a result of that discretion, look at what you have in walmart. 14% of the managers are women. 80% of the floor line supervisors and workers are women. this should have been a classic case of discrimination. i still think for a class

i want to make the case which may be is different than what commissioner norton has said. the loss of summer school has a big impact on lots of people. i understand that. but i would like to hear from the staff what the plan is from the staff point of view. we have heard from the public many times about providing the necessary support for our kids to meet the increased graduation requirements that we have imposed on them and that we think are going to be good for them in the future, if we can get them there. for instance, i know that in the past when we have had summer school and instituted saturday school, those services were used not very much by people needing to meet rhetorician requirements, but for a purpose that i think is wonderful, which is in richmond or advancing themselves, people who are interested in that. i want to do that, but i want it to be part of our plan to get these requirements and provide the support people need. this year, to the generation of the city, we had summer school that was specific only to ninth graders who failed a-g classes. that was a
