. >> chairman denham, ranking member norton, and members of the committee. on april 2nd, 2012, i resigned as administrator of the general services administration and left my cherished career as a public servant. i stepped aside to allow a new team to rebuild gsa from the major missteps of the western regions conference in october 2010. i previously served gsa in the clinton administration, leaving in 2001. at that time the leadership team was strong, the schedules, design excellence, and other programs producing much value for their customers. when i returned to gsa in 2010, the agency was not the same. one-quarter of the executive positions were empty. customers viewed our partnership as scans. labor regss were acrimonious. the leasing portfolio had ballooned. nearly two years had lapsed without a confirmed administrator. my confirmation was delayed nine months. by the time i was sworn in a sequence of four acting administrators had overseen the agency. i did not know there was yet another problem. the western regions conference had evolved into a raucous,

vice president norton? >> i just want to say that the data we saw tonight and the data we saw any curricular commit -- curriculum committee underscores the importance of being vigilant about the assignments that kids are getting any number of minutes during the year in health education, because it is very important. i'm very glad we are doing this. i think the suggestion to look at an elementary curriculum is a good one. maybe that is something we can take up at a future meeting. >> i am very pleased this is brought before us tonight for consideration. and commissioners, i just wanted you to know that this calls for reinstating health education on the elementary school report card, which i think will be crucial for health education in our elementary schools. i would also like to bring to attention -- the attention of the board some of the results of the youth risk behavior survey. it shows that our lgbt users are still at a much higher percentage the -- lgbt youth are at a much higher rate drug use, tobacco

norton? you had done such an incredible job. and everyone recognizes you had had had a very distinguished career. one thing that those of us who have been in the federal government are used to are goa reports. oim not here talking about other reports. and what agency has and supervisors do when they see the gao on the job is to rush to get in front of the goa report so by the time it comes out, they are able to say we have already done x, y, z. here you had virtually run an agency before and then you ran an agency, which is why i think you're getting these questions. you're not a novemberist. you had a story career. it's hard to understand why you were not treated and let me go to the bonus. the bonus much like i treat someone or i'm sure most people do when you're asked to do a recommendation. the first thing i think about is, wait a minute. this is on me now. if i recommend that person and that person messes up, my reputation is attached to that person. you had a specific recommendation after the report. that mr. peck -- no, n

norton and to the entire committee. i mean, it doesn't take a whole lot to look at all these various pictures, parties, see the birthday parties, see the families and friends that are traveling, and understand that there's an i.g. -- the first i.g. investigation going on. may of last year you had all of this information that i'm holding in my hand right now that i just went through on a top line. i can tell you i wouldn't have had anybody traveling. i can tell you i wouldn't have given anybody bonuses. especially when the president that appointed you had a directive. and your chief of staff, michael robertson, lets the white house know last june, and you still allowed neely to take all these trips and you knew about it? how is that immediate action? i'm surprised that the administration, that the president didn't take immediate action. i'm assuming that somebody in the white house, somebody in the administration said, hey, how is that i.g. report coming? that investigator come up with anything else? we saw a copy of thi

i would like to have vice- president norton do the honors in the speaking about these educators. commission norton: adjournment in memory of marcia and started as a teacher on a special assignment in 1967 and succumbed to breast cancer on april 1, 2012, after a courageous struggle. she worked for more than 40 years. she started as an elementary school teacher and worked at several schools. for over 20 of those years, she ran the environmental sciences center where she and her staff supported environmental education for sfusd students, families, and teachers. she earned her degree to become a teacher for our district and believe in the ability of all children to learn and contribute. she devoted her laughter promoting excellence in education for all students -- life in promoting excellence in education for all students. she began taking her elementary students on week-long overnights to study nature and science in open-air. this led her to the environmental science center where she developed a program that gave thousands of youngsters an opportunity to camp out on the porch, walk

miss norton. >> thank you very much. mr. foley, i heard your testimony yesterday and as i was of course in the cloak room and as i said yesterday, even members of the oversight committee know the difference between a joke and corruption. so i recognize that that was a joke. the problem with the joke is that what nobody knew at the time was there was some honest to goodness, perhaps not as the joke indicated, but some honor tooes goodness nefarious dealings that have come out since. and as i reported to you, lest you feel i took umbrage at the joke i took the opposite since the joke had you or somebody had me already on the phone with a conference call questioning some of the excesses. so that really wasn't the problem. the problem was that it turned out that this whole affair was no joke. i must say, i don't understand your title. you have the title of deputy public building service commissioner. >> deputy commissioner, yes. >> does -- do the commissioners report in the regions, do the commissioners, the building service com

goocommissioner norton: i just wanted to add a question about what social policies we have put in place, because i listened to an interesting policy where teachers were talking about a higher standard being applied to teachers in participating on social media sites and how about is a treacherous situation for teachers. . my bias is i would not want a policy that is more restrictive, but i also think it can bee such a great learning tool, and most teachers are using it in such an engaging way. i agree there are a lot of pitfalls, but i would love us to be thinking proactively about these technologies, because they hold a lot of promise and a lot of the danger of the same time. i would love us to be thinking more broadly about these issues. >> roll call please. i think we are done with comments.
