that is not enough and clearly, that means the city is not taking this seriously. they're setting rigid up for failure. she always -- the have not been successful in any of their attempts. regina has demonstrated this by mentioning in february they had 3000 letters mailed out and how many responses? 3. if you add that up, that is a pointer 1% success rate. we're not getting anywhere on that. -- a 0.01 success rate. we're not getting anywhere on that. and we have four people who decided to take upon the 8.5% loan program. i am willing to be part of that, someone can come to me and i will give the funds. that is nothing -- it does not do anything. if you put a fund at 20%, you're not making any progress, we're not making any movement here. the last thing i heard is they had outreach planned but it is not citywide because the city is not taking this seriously enough to put in the resources. she has a grant but it is small and they will do a limited amount. at a certain point we will have to say we have a problem. california is the most serious state where this is occu

it is not new in the city of san francisco. it is not new in the city of boston. ery, you have to work with not just the federal government, the state governmentç, the local government, theç tribes. you also have to work with the nonprofits, red cross, salvation army, many more. you have to bring in the faith- based community. it is huge what they are able to doç on a daily basis with a sml emergency. it may be in somebody's home unfortunately caught on fire. it is a disaster to them. ççwho is thereç during the dr for that family? it is the city. it is the red cross. the salvation army, the local church, synagogue,ç mosqueç, whatever. the faith based community is there to help the mountçç -- o help them out. when things are little bigger, who else is there? neighbors helping neighbors. ças it gets a little bigger, or even if it is a small house fire, in the neighborhoods of this city and neighborhoods across the country, if something çhappens, there is usually a local business that knows the family and been dealing with for a while and says that will he

you may not know it, but marin city is technically not a city. john ramose tells us why people that live there want to change that. >> marin city has a bit of an identity crisis, it is not a city at all but an unincorporated town in marin county and the expensive condominiums on top of the hill are marketed as being in sausalito. so some longtime residents are forming a committee to look into becoming an independent city. >> we will learn together if incorporation is feasible, number one, and no. 2, is it something that has broad support? >> already has vocal support. >> look at the trash around here. they do not do anything. the county does not do anything. government, county, what everyone to call it. >> incorporating a city is not easy especially in lean economic times. the area would have to show that they can financially support police, fire, and community services and do it without harming the county in the process. >> i do not know if we will have at the tax base to really be able to have all of the public safety services that the city req

we have to have the training, not city bills and all of this other. i know about it because i live in a federal system. and i do not want to pontificate. the unions have to step up. this is a union city. [bell] the unions died. they were shot by the police department. they died. blood was spilled. it has to be incorporated into whatever we tie into our projects in one way or the other too many crimes are having it too good in san francisco under large projects. we need to be considerate in san francisco of the projects. thank you very much. [applause] with any educational institution that has value as our city college, not only did we work with those that are currently involved with them, but we worked as a city family. there is no way to express at this time the need to have this a family together to support our city college. so also i have representatives of the comptroller's office, then rosenfield, mickey callahan, the human resources divisions that are here today, nadia from our public financing, and certainly kate howard and the budget staff, all here to help me help the city college to make sure they continue in the best tradition that we have in our city. after all, they need our help, our support. they will not be able to accomplish it all by themselves, so no less than any other educational institution. they cannot do it alone. certainly, i get that message from hydra a lot. working with her on the board of education, as well as her being at the city college at this time, and then with our community assets, read it is here at the head of children, youth, and family. she has been a critical part of the programs

city. we are not always consistent with how we deal with liquor licenses. they can vary in different parts of the city. i know the chief is working hard to establish more consistency. i just want to say that the chief of police is probably the most pro-nightlife chief of police we have ever had. i think he understands it on a personal level. i appreciate that. until recently, we did not have anyone at our office of economic and workforce development that actually focus is on night life as industry. and of course, as you know, our transportation system does not support not live that well. we do not have nearly enough cabs so that people coming out and get along without drunk driving. bart -- bars to not stay open late enough. i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very

i think it is frustrating to hear from the city attorney that the dbi is not doing enough and to hear from them that the city attorney is not prosecuting the cases. we have to get to an understanding of what is going on. and it is not >> notice -- given that there is a surplus and the challenges you are already aware with -- aware of, what about ensuring a more accurate budget around fowler -- filing salaries? are we certain that we will actually be able to hire those people? >> we have been working with the mayor's office very closely, as well as the department of human resources. they have put into place a very expedited approach, so that we can get the position through the process. also, one of the things that be discussed with the commission, they came up and we did a presentation for them. there was discussed that trying to make sure that this did not get stale. i do not think that anyone would have been able to forecast the fact that we are this -- the state came down and said to the city that you need to do more rigorous testing and that it would take so long. i do want to say

it is not city right of way. it is privately maintained? >> that is correct. it is on the adjacent property. commissioner antonini: just a question for a moment. they look pretty good. i am not sure if this is sandstone. >> that is something we continue to refine with the neighborhood groups. the 3 d model renderings were done a while ago, nine months or so ago. we put a place holder of material, and some of the comments were that it was too cold for the neighborhood, the gray stone and concrete. we are now looking at the material, a terracotta tile material, that would be put on. the next meeting at the neighborhood groups would be refining the colors and the corner detailing. we are looking at terracotta, which is warmer. we are looking for a variety of colors in the terracotta to lighten up or make the building and little more approachable, if you will. commissioner antonini: i think it is a good project, and there has been a lot of work going into the design. somebody did make a reference to things that did not fit in. i grew up there, and they have done a

the port does not share a budget with the city. they cannot collect any tax revenue. they do not have any taxing authority. the port lives and dies by the revenue it generates on the port property. >> how is the ferry building doing in terms of creating revenue? >> it has been phenomenally successful. we are fully leased. the active merchants are incredibly happy to be part of the vibrant community. >> this is one of the most see places in san francisco. anybody who comes here from out of town, you have to walk through the ferry building. >> there are a lot of visitors here. definitely a lot of locals, too, who feel strongly about the connection to the marketplace. >> you were mentioning that this is pierre -- pier 14. >> first, it was a brick water for the downtown ferry terminal, constructed in 2001. after that, we added public access on top of it and connected it to the land side. now is eight 637-foot-long public access pier to enjoy the day, watched the very activity. there is a little bit of art on top of it. there are swivel chairs on a it and there are little s
