[speaker not understood], not privatized. city college serves a diverse range of demographics. not only for those who transfer, but newcomers who don't yet know english. my mom is one great example. not only -- also those who are trying to get certificates to enhance their careers. i won't be able to complete my geographic information system certificate at city college closes because i have to take pre-requisites for classes at state ~. so, basically, my mom took esl classes three times in her life when she was in san francisco. she'll be starting r third round of esl classes in the fall. and she wants to master english in order to have a better life in america, and she won't be able to do that if city college closes. my brother is also starting city college in the fall and won't be able to if city college closes, won't be able to achieve what he wants to do, and he wants to study law. i've been humbled by my experiences at city college and it's nothing like what my high school teachers and media have told me. i regret [speaker not understood] many of my [speaker not understood]

the city's audit are broke not out into six different groups and they include the port of san francisco, the two hospitals, the successor agency to the redevelopment agency, the general city, which includes the single audit. the retirement system as well as the finance corporation. so, we do have individual teams that we assigned to this audit and along with our audit of the general city we also work with two local business enterprises. city college. thank you. >> thank you. >> thank you. >> good morning, supervisors. i'm hydra mendoza, mayor lee's education [speaker not understood] advisor. thank you for having me in the committee. i was asked to give you an update on the involvement of the mayor and what we've been doing in support of city college. so, there absolutely no question the value of city college and many of us attended and many of us continue to support the work that they're doing. the mayor has not been asked -- in regards to his involvement, a lot of the work that we've been doing has been part much behind the scenes, offering up services that come from staff mostly. ~ absent and making sure that they have what's available in terms of our resources. and, so, we've been really focused on making sure that our students and our families continue to go to a high-quality educational institution that will not only bring them to higher education, but work force development. so, the mayor has provided several key staff members that include kate howard, our budget director, ben rosenfield our controller, mickey callahan and [speaker not understoo

city's federal program. i do want to mention that [speaker not understood]. we audit all of the city's funds except for the ones that are audited by kpmg and other auditors which includes the health services, the airport, the puc, the mta, as well as the market corporation. for the city's c-a-f-r, we issue an unqualified opinion which is the highest level issuance that the city may have. i do want to point out that in our audit opinion for 2012, we had two additional paragraphs to emphasize certain matters. the first one related to the solution of the redevelopment agencies as effective february 1st 2012. and the city had selected to become the successor agency for the development agency which is responsible for overseeing [speaker not understood] ~ of the activities. the second item of emphasis related to the [speaker not understood] that related also to the deliberation process, the state controller's office as well as the department of finance are responsible for reviewing the dissolution process and the distribution of any remaining assets to the city's [s

for the longest time, we have her descriptions of the city that is not right. we are one city with a common aspirational goal and this notion that we are all middle- sees people, sometimes you people who are actually quite wealthy but when they look in their mirror, they say this is the capital of middle-class and the talk about their experience. anyone who makes less than $150,000 per year gets a 10% tax cut in if you make more than $1 million or more you pay 1% more. the fundamental numbers of people you're struggling to make it in this city, we are losing middle-class jobs and creating jobs at the very low end of the spectrum, restaurant worker jobs, poor people jobs. we have to make this the middle- class capital again which is why i have education policies, tax policies. click send your plan for the extra revenue? >> it generates revenue. that's the remarkable thing and all we ask them to do is pay 1% more. >> mr. de blasio. tax on theis for a wealthiest so we can have pre-k for the full day for every child because the greatest investment we can make infigh

i have been working for the city for over 10 years. i am not at work today because the city has failed to negotiate with us. they wanted 17 percent and we have already given them 12 percent. i told them that i cannot afford to give more. it is becoming critical to membership. we just cannot give any more. that is not true. this is an unfair labor practice. we have been trying to negotiate with them since the beginning. we never said no. we turned in an offer and two days later it did not pass. that is not true. we are willing to talk at any time. >> they stated that they would bring in temporary workers to do your job. any concern with these temporary workers will be permanent workers? >> that is always a concern. he is not fun to be on strike. we're here because we feel that we are forced to be here. this would be retaliation and this is not illegal to hire these people. i do not know if they can do as good job as we do. we are talented. we should have some value. >> thank you so much for speaking with me. the city stated that says we're not o

[speaker not understood] working with our youth organizing program. and this issue about saving city college is really important to us and the students that we work with. city college is a staple of education within the city. we don't only want to see city college saved. we want to see city college improved. we want to see city college addressing some of the historic issues of racial inequity, the achievement gap for students of color, especially african-american students, the amount of time that it takes students to graduate when they get into city college. so, we were really would like to see you take leadership in bringing the community together to build more support around saving city college, while most definitely including the fact we need to strive to improve the situations at city college that aren't working for students to make them successful. there's a lot of pressure to have a narrative that doesn't include equity and i want to most definitely make sure that as we continue

and we want other cities to win that title as well. we're not satisfied being the only city in north america that earns that title. we want other cities to earn that as well because that will up the competition, and we like competition in this area. we also passed a business tax exclusion for clean tech firms in our city. we've taken advantage of our position as being in the center for business and innovation to become a hub for international clean tech firm. our historic strength and our city has been in finance, and, so, solar firm are moving here to san francisco to be close to their financial partners and to major utilities and government agencies such as pacific gas and electric, our san francisco public utilities commission, our california public utilities commission as well as the environmental protection agencies. we are now home to more than 35 solar companies and five of the top 10 solar module manufacturers in the world have their offices here in san francisco. we're home to energy major developers and installers, including sun run, s
