powerful is the nra now? >> five years ago, republicans listened to the nra, period, stop. today, republicans listen to the nra, but then, they make their own decision. that's different. >> is that different in the house? >> the nra is impactful in republican primaries. in the house, where you have almost no competitive districts between democrats and republicans, where republicans only have to worry about primaries, the nra will be more impactful. in the senate, where everybody remits the entire state, there's more competitive races, as a percentage of seats, the nra has less power. swing voters, independents, they have more influence over senators' votes over house republican votes. that's why you saw a lot of republican senators step up and decide to get on the right side of this issue. >> i've spoken to many about the partisanship and the purlization, that prevents anything from getting done on issues, you called yourself a sucker for negotiation. getting 10% of what you want done is better than nothing.

by any light of transparency shown by the nra. we are obliged to talk about reasonable responses to these massacres and murders. and there's absolutely nothing about the nra's position in these matters that is reasonable. it has an absolutist ideology about guns that is driven by economic motivation. to keep the gun manufacturers making profits, and they get their way because they enforce that ideology, driven by economic motivation with massive dark money political muscle. it's not the only place in which dark money political muscle has disabled congress, but it is certainly one of the worst. and if we are going to put an end to it, we are going to have to have a bit of a reckoning with the behavior of the nra and its absolutist positions and its refusal to disclose its donors, and the whole mess that it has created, where we can't have reasonable bipartisan discussions about what needs to be done to fix this problem. so i will yield back there. i will ask mr. dettelbach questions for the record. i've been a prosecutor like you,

the nra clearly doesn't speak for the majority of americans. don't even speak for a majority of ordinary gun owners. ever since the supreme court's devastating decision in citizens united, groups like the nra have been ever more empowered to drown out the voices in the votes of everyday americans by funneling dark money into our political process. in 2016 alone the nra spent upwards of $54 million on independent expenditures to -- nearly double the amount it spent during the 2014 midterm elections and more than doubled expenditures during the 20 2012 election cycle. much of this was rooted through the nra's institute for legislative action. the organizations lobbying -- which is not subject to donor disclosure laws. these funds were used to support the election of pro gun politicians and systematically block legislative action to crack down on gun trafficking and purchasing or strengthening background checks and then acting red flag laws, now, fortunately, these were an activist part of the bipartisan safer communities act last month. even now,

gabby's strategy is really to talk to gun owners like yourself, people who --ven nra members. favor of reasonable gun legislation. gabby has traveled all around the country and points to over 400 state laws, red flag laws and others, which have made some progress. obviously, the federal level, it has been very discouraging. some people say this recent legislation is very modest and doesn't really do enough, but i think gabby would say and those in her organization say that it is a first step and they're hoping to keep pushing. i want to say one other thing. last year we were with gabby when her organization set up an installation in washington to memorialize the 40,000 people who die every year and it is country of gun violence. and that is not just from mass shootings. this is from one-on-one shootings a from other incidents and, of course, suicides. over 40,000 people last year. and this year, the number is 45,000 people. so it is a huge problem and one that gabby is really determined to tackle. she is just somebody who does not get discouraged. she is just keep on pushing.
