i'm a senior attorney at nrdc. unlike my colleagues here, go to turn to a slightly more practical set of discussions. they've done a good job of setting up a lot of the risks and realities of what we face. but i want to turn to a few things that are going on right now and why i think this briefing is so well-timed for congress. to start considering. first, again, this is all on the website. this is coming. this is the trajectory that we have in the last several years, six reactors at five plans to close either for economic or safety-related reasons. two closed in the next several reactors at five plans. the only two on a construction right now and the trajectory of those are at best, uncertain. two got canceled this past year in south carolina new build. so, whatever one's position is on issues related to nuclear power, and whether or not one submits the idea that 80 year licensing is a reality, there is a downward trajectory and decommissioning is coming. and i want to also caution you at the outset that decommiss

when we passed the settlement agreement from the water users as an example with the nrdc, part of the caveat was that the water users would be able to repair the canal. keeping water facilities in good conditions particularly those that recharge ground water is critical, not only to the san joaquin valley that i represent and grows this incredible abundance of food that is on america's dinner table every night. but there are current stretches that go all the way down to bakersfield that have less than 60% of its capacity to move water through. and so last year when we had an abundance of water, 200% above average, that water could have been used to recharge the ground water in part of kern county. but because we couldn't move the water through that portion that is subsided and cracked and in badly need of repair, we were not able to move that water that the facility had initially the capacity to move. that is one example. importantly, a title transfer does not ultimately change the way the facilities are operated. it just doesn't. since 1995, the bureau of reclamation working with int
