there is an executive order from president bush that called for a strategic plan and ntia did a federal strategic plan looking at the spectrum the federal agencies use. we need to do the same thing at the fcc and then we need to bring those two plants together and see if there is some room for us to you know, it possibly maybe some of the department defense wants to use some of the commercial spectrum as well as obviously commercial in defense. we have one test bed together and we need to implement more test beds and certainly some of these technologies that are out there, cockman they have radios, these are technologies that are in development but that the dod as well as the commercial sector. they are going to make all of these things easier, to make sharing of spectrum. there are smart technologies where they can see when something is being used and new, so it really, we need to expedite that development and make it easier for them to be brought to market. yes, i think we certainly need to work together on this project. >> guest: i was just curious about the white spaces barcode remi

since ntia will work less than half of the funding to this date for broadband mapping, congress couldify that a portion of the remainder be used to inventory the airwaves as well we also strongly support h.r. 3090. -- 3019. we support h.r. 3019, we believe the legislation should be broadened to taken passage of a critical opportunity to free up the greater spectrum capacity. h.r. 3019, would continue to limit eligibility for radio system modernization to agencies actually clearing frequencies. while only a tiny fraction of federal spectrum could be cleared and auctioned in the near future, a for greater number of bands could be shared more intensively by taking advantage of advances in smart radio technologies. federal spectrum incumbents need the resources to take affirmative steps to enable more intensive access and then sharing by other users. this could be a real win-win for the military. new and upgraded federal systems could be designed and procured with the broader public interest inspectors access in mind and not only in the very limited case of a band being cleared for auctio
