thank you for that kind introduction and for inviting me to speak on behalf of the ntsb. most of you know that the ntsb investigates accidents in, determines what caused the accidents and make recommendations to prevent the accidents from happening again. my remarks today come from the context of what we see as accident investigators. i want to talk to you today about automation. the good news is there's more automation. the bad news is there's more automation. airline pilots have a long history of transitioning to more an more automated operations. in fact according to a 2015 article in the "the new york times," boeing 777 pilots reported that they spent just seven minutes manually piloting their flights in a normal flight and airbus pilots spent half that time. it can improve safety, reliability, productivity and efficiency but the problem is there is also a downside. all of you know first hand that automation is more pref lent in flight operations yet human pilots are still crucial to the process. to determine why that is, it's instructive to explore the theory of full

federal jury convicted pg&e on one felony count of obstruction of justice for interfering with the ntsb investigation into the san bruno pipeline explosion. the other five felony convictions were knowingly failing to inspect and test its gas pipeline for additional danger. >> it means that they misled the ntsb in terms of what they were doing with respect to pressurizing the pipelines and we think that's a big deal. >> reporter: with a maximum fine of $500,000 per count of, the fine can only be $3 million. that number was reduced by federal prosecutors last week from $562 million. it's criticized as a drop in the bucket for the giant utility. >> the fine of $3 million, which is the maximum they can be assessed today, is a slap on the wrist for pg&e. it's a cost of doing business. even if it was $500 million, it's still the cost of doing business. >> a fine this small is completely insignificant to pg&e. pg&e is a corporation. there is only one language corporations understand, and that language is money. so this is the equivalent of a slap on the wrist for a murder charge. >> reporter:

the ntsb says he did have a commercial pilot's license but only a rating to operate hot air balloon.ficials say they are currently digging into his record. the balloons maintenance paperwork and the company itself, part of texas hot air balloon rides initial findings show the balloon did indeed make contact with powerline before it crashed only eight miles after it launched. the unknown is whether a problem arose before hand causing it to hit those lines. what's more, the excursion started late and the feds want to know why. >> the planned launch time was at sunrise which was 6:49 but for some reason they didn't want exactly at that time. we will interview the ground crew to see if we can find out if there was any particular reason why the launch was delayed by as much as 20 minutes. we want to find out if there was anything going on there. >> surprisingly there is little regulation when it comes to hot air balloons. in fact, just two years ago the ntsb recommended the faa-the restriction and safety procedures of this industry but the faa rejected that request and said it was quote,
