let's head back to nicole petallides on the floor of the nyse.rs look good but boy the after trade is not good. >> that is absolutely right. what is interesting when the numbers first came out and the stock soared. it moved above 70 bucks. people were excited on wall street only to see it tumbling down over 10%. so what is the problem? earnings per share came in better than expected at two cents versus the estimate for a loss of two cents. then you had revenue which came in and beat the street, 243 million, versus 218.15 million. here is the problem. there are two things i'm seeing here so far. the first what they are giving for the outlook for the full year 2014 revenue. 1.15 to 1.20, right, so that million, versus the midpoint of 1.17. so that could be part of it. just barely above the midpoint. maybe people were hoping for greater top-line growth. the other thing is the amount of monthly users. so i'm seeing the monthly users were 241 million monthly users for twitter. the question is whether or not that is -- david: nicole, stay with us becau

bob pisani at the nyse, rick santelli at the cme and seema mody at the nasdaq. bob, this was called a very half-hearted bounce. >> yeah, it's tepid. let's just call it steady as she goes. take a look at the s&p 500. it's kind of like a poker game where you pull two 2s. what do you do? you don't raise them, you don't fold them. you kind of wait for the next card. the next card is the jobs report on friday. everybody is waiting for this next card so let's just call this reasonably steady as she goes. in terms of earnings reports, we are seeing some individual stocks move whole sectors right now. kors had a great number, we reviewed this, look, up 17%, guidance for 2014 was great. they are pulling up the whole retail luxury sector. the restaurant group is being pulled up by yum's numbers. they weren't spectacular but basically affirmed their 2014 guidance. that's pulling up buffalo wild wings, pot belly, even domino's pizza. bottom line, we are looking well. jc penney, about an hour and a half ago, broke below $5. we had a little bit of buying pick up when that hap

bob pisani joins us from the floor of the nyse. hey, bob. >> sort of steady as she goes.lockhart, head of the atlanta fed, out with some comments just a moment ago. he says the bond taper is likely to continue and end by the fourth quarter. a big change in the economy is the only thing to stop the taper, reiterating essentially what evan said yesterday. he also braces for some of the data coming up, maybe weak on the weather there. take a look at the s&p, sort of steady as she goes. we were not far from the highs of the day. we sort of came off of that as lockhart made his comments. rick mentioned moody's upgrade of mexico. i think that's important and it definitely moved the etf for mexico. there's the eww, that move up as moody's upgraded mexico by a notch. and a lot of the questions here are whether or not you can successfully differentiate emerging markets now. so mexico's up today, turkey is sort of not, indonesia is. a lot of people trying to argue mexico, poland, nigeria, other countries that are doing better than other parts of the world, their prices should be up

chris gersch in the pits of the cme, nicole on the floor of the nyse. we begin with chris gersch. the morning started on a very bad foot, ism, institute for supply management manufacturing index fell precipitously, still in growth mode, not contraction but was that honestly enough to give us a 300-point loss. >> it was. what that meant to the occur currency markets and bond markets here in chicago. all of sudden everyone jumping into the yen. huge yen strength. 10-year three-month low on the yield that carried over the s&p pit right behind me. these guys could not catch a bid for anything. series of lower lows and lower highs throughout the day. flowed all the way down continued throughout the day. david: jeff, you're thinking of gold and silver in a day like today as a place to go for safety but is there any stock, as you look at this debacle today, any stock, any equity class you're looking at right now, or are you still waiting for the bottom to drop? >> i think utilities would be a good place to hide right now. yeah, i think we have further to go. my biggest concern i'm tellin

so bob pisani and simon are in at the nyse. gentlemen? >> this is actually quite a strong rally today. we punched through the previous high on the s&p, as you mentioned, up 1850, and we continue to make gains. bob pisani is with me. this is health care, energy and then some. >> that's right. it's really across the board rally. people keep writing in, why are we up 200 points. the answer is there's no fundamental reason why we would be up 200 points. it's a technical rally. put up the s&p 500. we started hitting intraday historic highs on the dow right after the open about 9:45. 1848 was the old closing high. you got to 1850. you see the move jump up right after the open. that's a technical move as we hit new highs, people started covering, volume picked up. you look at certain groups by the spdr, where a lot of activity is. that's the way it is. here's the midcap. across the board, we are at new highs. let's not quibble at a few points. even the russell 2,000 just shy of a new high. i think 1182 is probably the closing high on the russell

. >>> first let's check in with sue at the nyse. sue? >> we have a modest market gain but we have a big stock, individual stock, on the move right now. seema mody joins us with the news. >> that's right, check out riverbed technology. elliott management has increased its offer to acquire the company for $21 a share. it had previously offered $19 a share. elliott has about a 10.5% stake in riverbed. the stock up better than 5%. sue? >> thank you very much. we will keep an eye on that. we are also keeping an eye on shares of tesla, up 16% on a bullish call from morgan stanley. consumer reports also loves the company and so does wall street, as you can see it's up better than 600% in a one year period. you heard me right, 600%. phil lebeau with more on consumer reports' top cars list and a first on cnbc interview with consumer reports. phil, over to you. >> reporter: thank you, sue. this is an important report because it really is the benchmark thisat a lot of peopl use. four major story lines coming out of the latest annual auto report fro

let's go down to sue at the nyse. >>> we start this hour with the stock picking prowess at the s.e.c. a new report is out showing how well employees at the securities and exchange commission can do while regulating everybody else. there are some nuances here and eamon javers is in washington with more on that. but we are posing the question whether really, the s.e.c. employees should be able to own individual stocks in the first place. you and i are restricted. we are not allowed to own individual stocks. >> reporter: yeah, that's right. cnbc has a tight ethics policy for those of us who work here. we are not allowed to own individual stocks or trade. over at the s.e.c., not so much. they are allowed within certain restrictions to own those stocks and to trade them. this new study from an emory university professor raises the question of how successful are the s.e.c. employees when making trades and are they taking advantage improperly perhaps of any information that they have inside the s.e.c. about what's about to happen to public companies. take a look at some of the findings here

simon is at the nyse and we will get downtown in just a second. first, that big news on housing. diana olick is in the house and she has been talking to the biggest name in the business, ivy zelman. >> the noted analyst famous for calling the top and bottom of the latest housing cycle, last spring she said here on cnbc that we were in housing nirvana. by fall she revised her outlooks down. today she explained why. >> i think nirvana took a pause, during that time house prices -- home prices were surging and we had very attractive affordability and a few months after i was on, we had rates spike about 100 plus basis points and we saw a pause. the consumer was rationally responding to the surge in prices, the backup in rates. >> she did not seem particularly concerned about affordability and she sees credit loosening a bit. she did say, however, she doesn't believe the government report today on a 9% jump month to month in january new home sales. her numbers say sales were flat, largely due to lack of supply which she added is about to change. >> what we hear from builders right no

bob pisani joins me at post nine at the nyse. roberto? >> steady and quiet. near the highs for the day. >> steady as she goes. >> let me show you the internals on the market. we have been oversold really for a couple days and that's getting corrected. the volume has been heavy again today, not as heavy as yesterday. about three to one advancing to declining stocks. it's all about the oversold balances. when you get that, the groups that have been sold off the most on these kinds of days come back the most here. so retail has had a terrible time. it's bouncing back a little. materials and energy also bouncing back as well. same situation with the emerging markets. all the heavily beaten up sectors that are down 8%, 9%, 10%, turkey, indonesia, mexico on the upside. poland should be in there, that's also bouncing back as well. finally, dominic mentioned jc penney. the key point about jc penney here is same store sales only up 2%. that's a real disappointment. the fourth quarter of 2012 was a disaster for them. there should have been some kind of bounce, even wit

bob pisani is at the nyse. what are people say down on the floor? >> they are trying to figure out how much weather is part of this whole mix affecting the overall stock market. what is clear is when the ism number came out at 10:00, the market moved decisively down although we were moving down prior to that. there's the ism number coming out at 10:00. again, we were weak before that. we have just been drifting lower. essentially we are just off the lows today. let's not quibble. we are essentially at the lows. weather was blamed by many for the weak number and ford also talked about weak weather for their disappointing sales in the month of january. here's an unusual thing. the major indices all to the down side. we are getting noticeable weakness in small and midcap stocks here, down 3.5 to 3.25. at one point the s&p 500 was half the decline of the midcaps. that's a little unusual. this is a higher beta but would suggest we are getting a lot of selling in the midcap area, including things like airline. here's an example. everybody loves the airlin

you may look at jcpenney this morning and say, wow, 20%, it's the eighth most shorted name at the nysend as someone pointed out, 20% but instead of being 93% off the high it's 91% off the high. >> look, you got the law of small numbers here, i mean, i am watching blackberry trade and someone was saying to me, i bought blackberry at seven and went to ten and people want to buy jcpenney at seven and go to ten. i would like to have some more reason other than the fact we are not as horrible as we were. we're no longer terrible. because there's a lot of retailers, like, target, they were never really terrible. they had a breach. stock comes back. i guess i'm saying is that people want the percentage gains so badly that they're willing to overlook a lot of risk and there are a lot of retailers that got thrown away that turned out to be not as bad as we thought. >> you want to talk best buy as well? >> exactly. >> we haven't gotten to that. the shares are looking up on my screen, you can see that there as well. after a very disappointing preview of that fourth quarter that we got from the co
