that was enough to offset the big margin danny o'connor had down here. we'll keep it at the county level so you can see the break down. few votes in from precincts in tonight, but all votes we expect to be counted tonight. here's the issue, troy balderson will go to bed tonight in the lead. this is what is outstanding. we have absentee ballots still to be counted. doesn't mean they all come in, but the secretary of state says there are more than 5,048 absentee ballots. also there are more than 3,400 provisional ballots. these are somebody that shows up at the precinct, local precinct workers not sure they belong there, not in the right place, and the appropriateness of that gets checked. 8,500 votes roughly still to be counted and sorted out. the secretary of state says 5,048 outstanding absentee ballots, 3,500 provisional ballots. the question is does it change this? in most elections it does not. these tend to stand. but this one is pretty close. 1,766 votes. the republicans will be breathing a sigh of relief tonight but the lawyers, the election lawye

that could be a source there for o'connor. it's really got to be in the hundreds of votes for that to kick in. it might be, though. we've got to see what comes in here in delaware county and what's remaining if they happen to be good precincts for o'connor, he can keep that margin where it is right now, squeeze a little bit more out of here. he'd be within that .5 and we'd be talking provisionals. obviously, if you're a republican you're feeling better now than if you're a democrat about where this is going to land. but this is still -- this is still a little suspense here, lawrence. >> steve, what is that name at the bottom of the ballot that's pulling 1% of that vote, and who does that affect? >> that's manchik. that's the green party candidate. you can theorize all you want. you would certainly say the green party candidate on the left, the sort of obvious thing you'd say is the green party candidate more likely to draw votes from a democrat than a republican. you could also make the case, know, that hey, are there republic

is the o'connor camp hopeful? >> well, anderson, the o'connor camp is optimistic, but i would say cautiously optimistic. remember, this is a district that has been represented by a republican in congress for the past, you know, decades, since 1940, only two years this district has been represented by a democrat. so the odds are against o'connor. but what they have working in their favor is that democratic energy and enthusiasm that we have seen in other special elections across the country for months. they believe that democrats are enthusiastic about voting in this election. and then other factor potentially working in the o'connor campaign's favor here is republicans who are disaffected, who feel frustrated with the direction of this administration, with the direction of president trump, who might have voted for him in 2016, but are now unhappy. in fact, there is an ad running right now by the o'connor campaign. i heard tonight radio today featuring a republican voter talking about how she voted for donald trump

the democrats, you could say i don't know, probably more than 60% that o'connor got. what would that do? net him somewhere in the neighborhood of 6, 700 votes. you would take that 1,766, now you're south of a thousand. if you're south of a thousand, what happens to that 0.9? if this number gets cut in half, let's say that number gets cut in half. you sit at 0.45. and suddenly, 0.45 is less than 0.5 and where are you? you're in recount land. if you're a democrat, don't get your hopes up too high, generally when they have recounts they're not going to change that many votes. but that would trigger the recount. that would delay this whole thing. so it builds and it builds all night and you're waiting for that moment when you get a winner. what we can say is that balderson is in very good shape right now. if you're balderson, you just want to win this thing, you're feeling pretty decent about where you are. but there's this pesky business of the state law, provisional ballots, and a plausible scenario where that number drops below 0.5. what can we do? if the state says th

he has not raised as much money as o'connor.contend with the politics of the day. right now, most observers believe this is a blue wave. democrats have the wind at their backs and not republicans. that appears to be what is happening, at least in terms of the energy. on a special election it is about turnout. especially in the middle of the summer when folks are not paying attention. this may have to do with the fact that a lot of people in democrats and the energy is on their side. that is what president trump is doing. trying to get more energy on the republican side and bring the star power. hopefully that will energize the supporters on tuesday. >> arthel: the president is normally unscripted at these events. you know what he may talk about? >> based on his twitter feed he'll be talking about the economic numbers. yesterday we mark that u.s. employers had added 157,000 jobs in july. the unemployment rate dipped to 3.9%. on his way here he tweeted out that what he believes who are doing great things even though it has started

and danny o'connor, two different candidates. it's not even about the president in some ways because the president is actually above water in this district, 48% in most polls, anywhere between 48 and 51% of voters here like -- approve of the job the president is doing. i think this is about a massive influx of cash. republicans have spent $4 million in this district, which is an unheard of sum that congressional leadership fund which is a super pac that aidle son gave 30 million to, spent 3 million for a special election. i would say this is the cleanest take of the political temperature at this moment. i think if an r plus 7 which this district is, if an r plus 7 is in the bull's-eye for democrats, a lot of seats are in the bull's-eye for democrats because there are a lot of seats that are less republican than this one. >> let me ask you why this r plus 7 district where republican s if they are not doing so well right now, there's a statistical tie. why is that? john kasich suggested it's because donald trump is turning off wome

o'connor won 65% of the vote there. an unprecedented showing for a democrat. he gained as well in delaware county, and not as much. that's what ultimately sank him, and republicans retaining very big margins with slightly disappointing turnout in the rural parts of the district. that's what we saw in virginia, alabama, and in pennsylvania, the distribution of the district was a little different, which allowed republicans to maintain this narrow lead. the incumbent had never won by less than 64%. but it points towards a november election in which the democrats are in a strong position against republicans where donald trump is much less popular than a republican president usually is. and democrats facing a tougher climb in rural areas. and the challenge is to find common ground between these two pieces of the country. and points to a 2020 battle of the bulge election. >> a battle of the bulge election in 2020. okay. but a win is a win, donald trump likes a win. he tweeted a short time ago. when i decided to go to ohio, he was down in early voting, 64 to 46. that

troy balderson holding a slight lead over democrat danny o'connor.on claiming victory, o'connor not conceding. can democrats pull this off? vice chair of the dnc michael blake joins me now. nice to have you with us. >> great to be with you. >> when you look at that race. the predecessor, the republican won by 35 point, the president won by 11 points. if the democrat can pull this off, it's huge for you guys. even coming this close is huge for you guys. republicans outspent democrats five times. should democrats have spent more? >> we made incredible investments and we want to thank our staff and volunteers in the state and dnc for this but when we think about this race, this is a seat the republicans should have easily. the fact that we are having this conversation where there are thousands of ballots still out, republicans should be very scared. 60 seats across the country are more competitive. there's a reason why this momentum is happening. we invested from the dnc, we'll do many. >> i had david urban on who is a strategist for the trump campaign.

if they want change, danny o'connor is the guy.he second thing i noticed balderson, the republican here, seems to be stumbling across the finish line. you don't get a sense he's able to carry what happened on saturday with president trump being here into tuesday. he's had some awkward campaign events. he kind of bad-mouthed one of the counts here that's going to turn out a lot of the vote. it seems like all the bounces are going danny o'connor's way. he still has a math problem. the feel on the ground is that the bounces are going his direction. >> i've got to ask you about the trump rally. i'll ask the panel about this later, too. but did he want it or not? did the campaign ask for it or not? you've got john kasich going out there going, essentially, apoplectic it sounded like, what the heck are you bringing trump into the district for? >> yeah. balderson has gone out of his way to not address that question directly. i tried to ask him a version of that the other day. he basically said, look, i'm honored to have the president here

balderson holds a razor-thin lead right now but democrat danny o'connor is not conceding.n, what are you hearing there today? >> reporter: well, it could be some time before we know who won this race last night. right now troy balderson holds on to a 1,700-vote lead. there's about 8,000 provisional and absentee ballots they have to get through. that will take about ten days before they get through all those ballots. then at that ten-day market is when they will a he decide if this race is within a half a percentage point which would mean automatic recount. if it is within a percentage point, danny o'connor could ask for a recount that he would pay for. regardless, there are still pretty big implications in all of this. keep in mind this is just the trial run ahead of the big event in november where they'll be running for a full two-year term. despite the fact that danny o'connor's behind right now doesn't appear to be conceding. >> i don't think he knows what he's talking about. you can fly in, hang out here for a couple hours, fly out. you don't walk on our roads. you don
