o'malley: thank you. in 1999, our whole campaign was about community policing comstat, we had a robust conversation about all of that. our strategy was that we needed to improve the effectiveness of our police, we needed to do a better job of policing our police, which includes some the things you mentioned -- training, integrity, internal affairs -- we staffed independent detectives, and we put the money in to get their own detectives said they could investigate cases. we openly tracked and reported the number of this courtesies and excessive force reports. the third part of that strategy was to intervene earlier in the lives of young people. we put the numbers out there all of the time. we took the plan all around the city. we did town hall after town hall in every district. when bad incidents happened, as they do and will, we address them in a forthright way. we continue to put those numbers out there with transparency. some of the strongest proof that we were able to maintain that level of trust and c

martin o'malley is in a tough place.oking for the option to tap to the satisfaction of the left. melissa: talking about the fact that she is 90% sure that she will run for president. what do you think? >> i think that she will obviously run for president. she is trying to make it a sexist thing. >> it is the fact that most of america does not know who you are. >> never been a let it to political office. i would not be surprised if they maybe in the vancouver mind she thought if i do not become the nominee, i could be considered for a position. i think that she is super capable. it is good that there will be a woman on that debate stage. >> if her name was senator or governor she would definitely be in the running for the presidency. melissa: why not start there? she tried to win in her own state and she lost. why not continue to try to tackle that knowledge before you go this high? >> i was really think it is a place for the vice presidential nomination. she can do it in the way that some of the other candidates cannot.

but martin o'malley he takes it seriously. i have seen him a number of times and he was a great governor of maryland. he is a social progressive. and he also managed to fix their fiscal house and put it in order, but without taking it out of the hide of those who cannot afford it. ok? we don't have to make those kinds of choices. o'malley is a democrat pushing her right now, but many have said a newcomer will not challenge clintons senator elizabeth warren. the progressive fwroup move on say 300,000 people have now signed on to the run warren run campaign it and dan jones and a democratic candidate of her own are hooking up with lawrence lessick to make a formal pitch for a warren candidacy. they say while she has fought against a rigged system, clinton has offered nothing to say she gets it or cares about dressing it. joining me now lanny davis, a friend of bill and hillary, and he is not affiliated with hillary's potential campaign. lawrence, what do you mean? >> i think the thing that elizabeth warren has done so powerfully is to focus the nation on a sense that many, many people have that a system is not working for them. my view is that if that is in fact true, we need a debate, we need a campaign that will focus on exactly why it's rigged and what should we do about it. the concern that many of us have about it is if we have a one-candidate primary, no debates, no effort to push this issue into the center

former maryland governor martin o'malley appeared on "this week." he did not say whether he would run for president, but says it is not a crown that should be passed between families, a reference to likely candidates hillary clinton and jeb bush. o'malley said he will make a decision later this spring. is it really spring? it feels like winter. eileen: it does. tomorrow will feel more like spring for the second half of the day, but we have to contend with showers. i was telling you earlier about the high clouds moving in. the time lapse, it looked so nice. the ferris wheel moving superfast, but the high clouds aiding with the spectacular sunset. the clouds have thickened, mostly cloudy overnight, with rain showers beginning to move in after midnight. the temperatures today still below average, but better than yesterday. instead of highs in the 30's, we made it to the 40's. 49 at reagan national, 46 manassas, 50 degrees winchester. still well below average up and down the east coast. 13 degrees cooler than where we should be this time of year in the

they do not even know who martin o'malley is. in a primary, it is irrelevant. in the general, i think it is background noise unless it is really huge and new. i think her bigger problem in the general and the bigger impression is, what is her vision for the country? she has yet to lay that out and talk about what her agenda is. i think that will dominate more. mark: there is a reason clinton scandals do not break through the way they might. the bar is pretty high if it does not involve impeachment. get back to us. cleanse operation, even now which is not fully formed, is very good at dealing with these things saying, that is an old story. the american people do not care about that. they are good at damage control. something has to be big to break through. when she has to talk to the press every day, we will see. the country wants to see her handle controversies. not necessarily address them in every detail, but handle them. she has not done that lately. campbell: she has not handled them well either. if you are alone and you do not have a primary challenger, yo

there's one person who will not be running for it, martin o'malley. in a statement released today he said capable candidates will step up to serve the state but he's not one of them. no secret o'malley is considering a run for the white house in 2016. >>> montgomery county is doing its part to crackdown on puppy mills. the county council unanimously passed a bill today banning pet stores from selling pets that come from the large scale breeding operations. this means pet stores can only sell dogs or cats that come from shelters or rescue groups. they say puppy mills value profit over the well-being of the dogs. >>> the county and naacp is blasting a plan to open two new high schools in prince george's county for recent immigrants. bruce leshan reports latino activists are fighting back. >> reporter: on one side, the naacp. >> it goes back to separate but equal and we fought that battle 50 years ago. >> reporter: on the other latino activists from caso de maryland. >> when i first came to school, actually i did not speak any english at all. >> reporter

o'malley has yet to gain much national traction in a hypothetical matchup against clinton especially with super pacs. a fairfax county supervisor wants a commission to review police practices. this comes in the midst of an investigation into the controversial police shooting of an unarmed man. but the investigation is turning to the county attorney. jeanette reyes is live in fairfax with the new developments this noon. jeanette? >> right now a board meeting is under way. we're told at any moment the fairfax county attorney will have to answer to some serious allegations that could possibly end in disciplinary action. long time county attorney will have to answer to alleged missteps in the handling of the investigation into the police shooting of an unarmed man. supervisors say the county attorney failed to tell the board that the county refused to provide files to federal prosecutors in 2014. he also allegedly did not tell them that the county prosecutor wanted to meet with the supervisors. board members say they just learned about this last week from a series of e-mails between 2013

this weekend, o'malley is off to iowa. latest visit to the state that kicks off the road to the white house. >> it's wonderful to be here in des moines. >> reporter: he may be even better known on this stage. armed with a guitar and his own band o'malley's march. they performed last night at a washington fund-raiser. he is not only warming up these crowds he is subtly reminding democrats they have a choice. he called for wall street reform in an op-ed in today's des moines register a recurring theme of a potential candidacy. so far, he and other potential democratic hopefuls are tip-toeing around the elephant in the room. they are warning against a coronation but fearful of criticizing clinton. a new cnn/orc poll shows an opening. 68% of democrats say the party's chances are better with clinton on the ticket. but 30% say they are looking for an alternative. the loudest liberal voices are urging senator elizabeth warren to run, even though she has made her position known again and again. >> i'm not running for president. >>
