o'rourke, let me dive in here. how many employees do you have who were hired for a specific job, duties properly outlined in the posting, who are spending 100% of their time on union activity or official time? >> it's almost 500 employees who spend 100% of their time on something other than the job they were hired to do. how do you hold those people accountable? >> i believe the recent executive orders will require all employees to go back on -- i think it's 25% is required -- the only allowable union time. >> can you hold those employees accountable for doing a job they were hired to do if they are spending 100% of their time on union activity and not the taxpayer funded needed for serving our veterans job that they were hired to do? can you hold them accountable? >> with the -- >> currently, can you hold them accountable under the current construct? the answer is no. it's no. let's get to it. it's no. i hope to change it. i had a law that we passed out of committee. one of the most disappointments -- disappointin

not know anything about these moves who were done by the acting team in power now, led by peter o'rourkethe acting secretary. >> the va as you know has long been troubled, underfunded, understaffed. doesn't such a staff shakeup exacerbate those problems? >> well, there's a long history even in the trump era of turmoil at va, so trump's first va se t secretary who was an obama hold over was fired eventually, ousted in large part by conflicts he had with this group of trump loyalists now in power. then we had ronnie jackson, the presidential physician who trump wanted to be secretary who was forced to withdraw amid misconduct allegations, and the agency has 360,000 people, and it has always struggled to give veterans timely benefits and to give them timely health care. and what's really troubling to a lot of people and now on capitol hill is that even after shulkin was fired, there was a big brain drain at the agency, lots of qualified people left because they were just concerned about the chaos. now what we've got is mostly civil servants who have really nothing to do with politics are be

texas, we had robert o'rourke who this week came out for the impeachment of donald trump.as it won't be popular. >> jon: this alexandria ocasio-cortez will be campaigning alongside bernie sanders in kansas of all places. is there a socialist vote to be gained in kansas? >> there was a lot of populism there but it was about 130 years ago. look, everything that she have says is now going to be tested and candidates are going to be asked do you agree that israel is occupying palestine? she started to say things and candidates will be asked do you agree with that? in a democratic primary that may be helpful to say i'm in favor of free college and i'm in favor of medicare for all, even though there is no way to pay for it and in favor of a guaranteed job and i think that israel is punishing the poor palestinians. but that ain't going to be good in a general election. >> sandra: the president says that his dream candidate is joe biden. here he is saying it. i want to get your thoughts. so we know that is his dream candidate. what do you think -- we have got it now, let's listen.

o'rourke there is a number of employees have reached out and believe issues within the v.a. would qualify them as whistleblowers. how does the office of accountability and protection handle the correct way with disclosure? how do you train them? >> there has been ongoing training or awareness from office a special counsel and t5 required by statute to post what do you do to those two agencies as disclosure whistleblower protection is new we had to educate what we needed him by statute we are required to identify a form and toll-free number that was within the first few weeks we continue to refine those but those are available to all employees we also have the website updated to describe very clearly what is a disclosure to show we really understood that we had to listen to employees to let them talk about their issues because if they feel they cannot talk to their management or supervisors they need someone to talk to and what we found is what caused a lot of this to fester and grow and then become a bigger issue we have done a lot in that area. we have more to do we have tr
