terry mcsweeney is live at the oakland police department. we understand there were surveillance cameras in the area and ordinarily you would think that is a good thing. >> as it turns out it's not such a good thing. they went into the surveillance room in this apartment building where all the images are captured. they had been vandalized. so they are no help in this investigation. it happened about 11:30 last night. they pulled over a car on eighth street near market street. they were dealing with that when all of a sudden someone opened fire. the apartment building at 1055 eighth street. helicopters were flying above. a lot of officers responded. they didn't enter individual apartment units. they weren't sure where it housed the sniper's nest. then they found a surveillance room in the apartment building. >> in an effort to see if there was video footage that captured the shootings, that is where we went to first. apparently their video system room was vandalized. >> officers do not know for a fact that the person doing the shooting is one

anne makovec is in oakland.where four large pot growing operations were approved last night. good morning, anne. >> reporter: good morning. they could be massive but it's kind of funny, when you think about this, this debate if it was going on around many other places in the country, the debate would be more about pot and how it leads to the demise of society, things like this. but here in oakland it was the typical wal-mart debate that we have reported on in the past, the big box versus mom and pop store debate. but it was approved last night. these factories could be huge. there is no limit on size. they could take up hundreds of thousands of square feet and produce massive amounts of marijuana, tens, even hundreds of thousands of pounds of pot per year but would also be subject to heavy regulation and be forced to pay a lot of money to the city, more than $200,000 in fees plus up to 8% of gross sales in taxes. now, the main concern expressed during this debate, unfair competition for small growers, those that
