armstrong has been with opd for 20 years, grew up in west oakland, oakland's former police chief ann kirkpatrick was fired last year, after three years on the job. armstrong is taking over for the interim police chief susan manheimer whose contract comes to an end this month. we reached out to civil rights attorney john burr ris whose clients have been victims of police brutality and misconduct and he thinks armstrong is a very good pick for the times. armstrong understands the issues the department faces according to burris, especially when it comes to the ongoing negotiated settlement agreement, the nsa reached in 2003 as a result of the rioters police misconduct case. we don't have to have the learning curve, that is a new chief coming in and learn who all the employees are, who you can trust and don't trust and that takes up time, so seems to me we have a running start here. >> reporter: one of the big challenges facing the new police chief? homicides have spiked recently in oakland. last january alone, this past month, 15 people were murdered. that's the highest number for a jan
