oakland raiders are staying in oakland for now. if the chargers reject the option to go to la, the window will open once again for the oakland. sam got his wish to move the rams out of his hometown of saint louis. the city tried to convince the nfl of blocking the move. the win means the rams will play in a new stadium in englewood, washington close to lax. the chargers were hoping to go to a different stadium site along with the raider sos the nfl is going to give the rams and the chargers one year to work out a deal to share the rams stadium. or else the chargers are stuck the rams and the chargers shared the la coliseum for one year in 1960. looks like the rams will be back at the coliseum again for three years as their new stadium is built. >>> in the last year, drivers in colorado have seen a huge drop in what we pay at the pumps. the current average is 1.85. that is down a dollar a gallon from august. as you can see in this chart, colorado's grade is going below the average. the drop in gas prices goes and demand. there is so much crude oil and weak demand in china. oil dropped below $30 a barrel today. something it has not done since december of 2003. oil prices have been down every 2016. falling nearly 17% so far. it is down 80% since the high it hit in 2008 when we were paying $4 a gallon for gas. could go all the way down to $10 a barrel. that news leading to changes in the energy industry. bp plans to cut 4,000 jobs because of falling oil prices. >> oil and gas is a $37 billion a year industry here in colorado. whitney wild explains what the ongoing price decline will mean for them. >> reporter: oil is in an all- out free fall dropping from $90 a barrel to just more than $30 a barrel tuesday. it is enough to make you wonder if the industry is oakland city council woman dead. torrey houston was shot to death on december 20th in oakland just a few blocks from the bart station. he was a grandson of oakland city council president lanet mca hainey. police have arrested a 15-year- old boy in that killing. his name is being withheld due to his age. >>> a total disregard for life. that's what happened in downtown oakland after two people got into an argument. one of them pulled out a gun and the next thing you know an innocent bystander was shot and wound. >> it happened on 13th street where the 12th street oakland bart station is. city hall is just around the corner. christina rendon talked about the shooting. >> reporter: 13th and broadway and in oakland tuesday morning. an officer watched an argument on the sidewalk and saw the open fire on the businesses. >> a woman caught in the cross hairs is expected to survive. >> unfortunately an innocent bystander was struck and went to the hospital and in stable condition. >> a gun was found ditched about a block away thanks to good samaritans. investigators say the suspect may have jumped on to bart to make a quick get away. this example of gun violence happening a block from city council is what they are trying to prevent. >> if we could keep guns out of some people's hands it would be great. >> city council is voting on several gun proposals. police offi

oakland and the mayor to the city of oakland. >> and the mayor says he will not fund that in oakland. >>> and legislation, all cost estimates in the large scale events will be done before the city agrees to host an event. >> this comes as some concerns about the cost of san francisco hosting the super bowl 50. >> we are joined by the supervisor mark farrell. a lot of people are concerned that the same thing could happen with what happened with the america's cup, the city was left with the tab. others say that attacking the nfl is a thinly veiled play of city hall. in reality, the city does not have anything to worry about, so review stand on this?>> the super bowl is again posted in santa clara. what is happening in san francisco is a free public event, family friendly and open to everybody. when you think about the super bowl, and hosting the super bowl in san francisco, we are talking about a free public event, something we should celebrate and encourage. we should all be excited about this, not only in san francisco, but throughout the bay area. >> wasn't this discussed months ago?>> absolutely. they include a budget that included all of the super bowl calls, six months ago, and it was unanimously approved. from the perspective of the city, we thought about this already and have approved this. the host community that is putting on the super bowl events throughout the bay area, particularly the in a felt city that would be part of the event, san francisco, has raised millions of dollars to produce the event, and they are giving $13 million to the local nonprofits and the bay area and san francisco. so instead of criticizing this, we should be thanking them for contributing to the bay area.>> let's talk about the services in the bay area and san francisco. the san francisco police want more officers and more gear. is it true that they would not be reimbursed for the money they have spent for the changes they are making and the services provided leading up to the super bowl?>> a point to take into context, for any free event, whether it is the chinese parade, gay pride parade, any world series over the last of five years inside the city of san francisco, we do not ask the entities to pay for the police department or for the muni services. we do not tell them they won the world series and are now tagged with a $2 million bill to put on a parade. this is civic pride, putting on great events. this is what we do.>> your answer is no that the police and muni are not being reimbursed?>> no. we do not do this to other events in the city of san francisco, and this super bowl is a free event to the public of san francisco and the bay area, and it should not be treated any differently. >> and you're fine with this, and what hosting this party would mean for the bay area in the future? and they may want come back to the bay area and have another super bowl.>> absolutely. and think about the exposure of san francisco, these 32nd spots putting -- 30 32nd -- 30 seconds in the spotlight, and you cannot put a price tag on this.>> you said we already knew this would cost a certain amount of money, and essentially it would be made up and with the charity organizations, so why do you think people are having a problem with this now?>> i think it is politically motivated, easy to take a cheap shot at the nfl, but we have to think about what we are talking about. we are talking about a host city, and $50 million, charities, and a free event for the public.>> where did the city go wrong with the america's cup?>> that was a multi-gear event that took a long time to produce. the committee that was structured did not even raise enough to put on the event themselves, let alone think about reimbursing the city. that was a completely different structure. i think what we have seen in san francisco over the last years, we've learned from the past, and corrected the mistakes. if we are going to charge parades and other events, we can have that discussion. >> the chinese new year parade should be treated the same way as the super bowl?>> i think we need to. large scale three events to the public, whether the world series or parade, that is what we do in san francisco. we put on big events for the residents, and the public, and we do a good job. >> you don't look at the super bowl is having the deepest pockets, versus schools, community groups, that are barely scraping together, and you would charge the same for the permit?
