this is the city's 15th homicide of the year in oakley. >> police say they've made an arrest in a rape case from 2002. 49 year old eric ferguson was arrested earlier this month in coeur d'alene, idaho. he's accused of kidnaping and raping a girl younger than 18, in oakley back in april of 2002, when ferguson was 29. he allegedly held the girl who had been walking her dog at gunpoint, forcing her into a car where the assault happened. she was able to escape and run for help. police took dna samples, but they didn't get a hit from the national law enforcement database. no match until 2022. then earlier this month, they were able to locate ferguson and arrest him. he's now being extradited to the bay area and is scheduled to be arraigned on june 6th. >> the bay area remembered fallen soldiers and service members today, recognizing their bravery and courage with a variety of memorial day services and events. abc seven news reporter suzanne fawn joins us live in the newsroom with a few of those suzanne ummah from the san francisco national cemetery in the presidio to the mare island naval c

a 5 year-old boy has died after he drowned in the back of a home on bethel island just outside of oakley. this is according to the contra costa county sheriff's department who responded to the incident friday afternoon. neighbors tell us the boy was visiting family kron four's jack moment. reports. >> afternoon on friday contra costa county, first responders rushed to bethel island. reports of a 5 year-old drowned in bethel island. we had a young male drowned. >> landing over there. john sullivan, a neighbor says each of these homes has a dock news hitting close to his home. he says this tragedy was praying for you know, it didn't work you're the rescuers did the best they could. neighbors tell us the boy was visiting relatives in the complex and fell off the dock in the back of the home. so neighbors say a drowning like what happened here on friday is really uncommon. some of them have been living here for years and say they've never seen anything like it. >> but they also said at the same time, water safety is at the top of mind spreading sand words of advice for people who have boats

more than 60 seniors living in an oakley apartment complex are staying in a hotel tonight. after they were forced to evacuate. as nbc bay area's marianne favro explains, an unusual incident forced the power in their building to be shut off. reporter what started as a midmorning call of someone stuck in an elevator at oak grove senior terrace on carroll lane in oakley, quickly grew to much more. that's correct. they determined that the elevator was stuck between floors because of a water leak or an unknown substance in a bathtub on the second floor that overflowed from the bathtub into the wall, and the load bearing wall that has the electrical service for the entire apartment complex. firefighters say no one was inside the stuck elevator, but the hazmat team was called in to figure out what was inside this bathtub. in one of the units, firefighters say it might be sewage with the electrical system impacted, shut off power for safety reasons, forcing more than 60 seniors to evacuate. but it was not an easy process. some of them are in wheelchairs or use walkers, others have
