i think you will see they will publicly praise the obama administration for great leadership. and obviously a very robust approach after eight years of inaction on climate change. and they want to seize this moment. i think they want to ensure that president obama makes some really firm commitments. but they're also aware of the legislative and domestic agenda we have here. it coincided with the passing of the waxman marquise bill. they know this is delicate. i don't think they'll push too much on the public side but i think they will privately push president obama to make really strong commitments. and finally, look to the g8 statement on iran. you're starting to see some real shaking dynamics in europe on how to address iran. you have the british being extremely forward leaning, obviously shaken when nine of their embassy staff in tehran were taken. eight have been returned. one still in question. one is still held. you start hearing sanctions. you start hearing where a temporary recall of e.u. ambassadors. but then on the other hand you're hearing german and italians issuing

essentially, it puts forward a list of items that the obama administration continues to pursue with no finality. in other words, these things continue to be stretched out. i think that from the perspective of this administration, that they would be disappointed in that. >> for i don't know what would frustrate the president, because i don't know what he really wants in his heart of hearts. i have a little better idea what the administration has asked for. i can identify write off what would give him a lot of trouble. first, there is the demand from the russians that there will be no arms control agreement the situation goes forward in poland and the czech republic. some in the obama administration don't do those deployments anyway. that could include the president, himself. but i think that would be politically and strategically a very costly concession. which, i would strongly urge him not to do. if he's put in a situation where no arms control agreement happens with those deployments, he will recognize that he will have serious political trouble if he makes this concession. he will w

i take my cue from the observations that the obama administration is trying to improve u.s.-russia relations from their worst condition since the end of the cold war. the cold war, that is something i know something about. it prompts me to ask what lessons for the management of u.s.-russian relations can we draw from the cold war experience? although the situation is different, and russia is not the soviet union. there are some applicable lessons, and i want to speak to three of them one of them is, as was the case in the cold war, u.s. policy-making for russia should be informed by the deepest possible understanding of russia as a system, as a country, as a state, as a culture. during the cold war we devoted enormous resources to understanding the soviet union comprehensively, not just militarily. and that investment paid off. it was a substantial contributor to our successful management of cold war relations. a deep understanding of russia is a requirement for the conduct of a sensible policy today. despite the transparency, despite the much more open condition of russia a

this is the first major offensive since the obama administration has come in. i think what you're seeing now, when you see this -- i was struck when president obama talked about the new strategy in afghanistan. this is now his war. certainly, the iraq war is his as well, but the strategy -- there is a new strategy. it is his idea what failures or what successes happen are on his store -- are on his shoulders now. sending in marines in this area is a big step. i was also reading today and struck by this, the pakistani army is putting soldiers along its border with afghanistan. some of those taliban do not fully from the fighting there, which has been a huge problem in the past this is the first sign i have seen. the obama administration has said they want to look at these two countries together. you cannot solve one without the other. there is clearly some coordination here that is going on. they have launched this operation. the pakistanis are preparing to keep those taliban militants there. it is good to hear that they are making the effort. host: this is a si
