. >> reporter: republicans fuming over reports that president obama is preparing to once again bypassiment changes to the immigration policy. >> the president has no authority to do this. it's against the law. >> reporter: fox news obtained a draft of recommendations for presidential executive action that could include amnesty for up to 4.5 illegal immigrants. it also expands deferred action for children who came to this country where their parents following up on president obama's action in june of 2012. there's also a provision for ice officers to increase moral and increased border security. >> the president has not made a final decision at this point about exactly what will be included in the administrative steps he will take to try to address some of the problems. >> reporter: the decision could come as early as next beak. republicans who will soon cool both chambers after last week's sweeping victory have been warning the president that any unilateral action could poison the well when it comes to working together. >> this is a highly cynical move done for strictly political reas
