president, members of the occ. it is a pleasure to be here today. we have a couple of autumn that i want to cover in our report before we turn it over to capt. garrity. he will go over a state of the union for the tenderloin. on crime numbers, we continue to be around the 10% crime reduction. we had a very good production last week. and other crimes went down 17% in the last four weeks. property crime was down 19%. basically, what we are talking about today, we are down to 280 crimes compared to last year. we are down 190 mileage crimes. 2570 property crimes for a total of 2760. before i move on to the presentation, i wanted to give you a quick update as to some personnel movements and i also want to talk about an area that we have been working on for several weeks, having to do with robbery. we have been spending a lot of time doing analysis, and today we want to take the opportunity publicly to start putting out what i consider important information for the public. we will continue to do so for the next few days. we want to minimize victimization.

as of july 30, the occ opened 539 cases and we opened 31 more cases than we closed. it means that our backlog is growing somewhat. during the last period we opened 589 and closed 605. in terms of cases opened, there is a 7% decrease in cases opened during the same period. last year. so the number of cases that are being filed with the o.c.c. has reduced by 7%. july 30 we had 4 p 32 -- as of july 30 we had 432 pending cases. this is more cases than we had at the same period last year. that means there are more cases per investigator than there were at this point last year. as of july 30th, the o.c.c. had a 40% increase in the number of cases o.c.c. investigators are sustaining. as of july 350 -- 30, moving on to mediation, the o.c.c. -- july 30th last year 45 complaints were meeated. however, july was an encouraging month, because eight queas cases were mediated in july. so far in august, so far this month we have already mediated one case. internal affairs tranges. chief gascon discussed internal training that was to be conducted by the l.a. police department on prof

reduce the number of occ complaints. if you look of the numbers -- the commissioners have the risk management section -- a lot of the complaints tend to be mouth complaints, flapping their lips. force issues and things tend to be mitigated by the officer. sometimes, it is very difficult down here with some of the people and individuals we deal with. some have mental health issues. some are career criminals. a sergeant i had once said there is no marcus of queens very role -- queensbury rule. we do the best we can through training and basic. continue being a liaison with the public. we have a great resource at the criminal justice center. it is working. we are working on trying to mitigate -- we will talk about that later -- the prescription drug problem in the area. continue with the youth groups. we have a great group on ellis. this will be realigned next year. it will be torn down and they will make open spaces. i will be honest. having a police station across from the park -- we kind of failed that bodecker. that shou

to the board of supervisors regarding the patterns of withholding information from occ investigators is something that interests me immensely but i was never able to find ute whether this commission actual -- out whether this commission took any action. so you can't find anything because there is no index of your documentation. there are cases i've also wanted to look in regarding the relationship between the san francisco police department and after can american members of san francisco's community. the reason is, i had the pleasure in 2008 of serving as field election deputy in the stench precincts in the -- in the seven precincts in the president obama election. i noticed some things that occurred in that process that showed me that the african-american community has as a whole a negative opinion of the san francisco police department. one in particular, i was standing in a polling place, and a police officer walked in, and all the people in that room who were african-american simply tn turned and did not commence to vote until the officers were gone. president marshall: item 6. >

moving quickly to mediation, as of today, the occ has facilitated 31 complaints this year compared to 53 by the end of last year. mediations are looking up. in july the o.c.c. mediated eight cases. so far in august, we have mediated 6 cases. that concludes my report. president marshall: anything for the director? ok. a couple weeks ago, we did a press conference on the new ambassador's program. let me give a little context to the folks about this. the recent violence in the -- there were two incidents in the bay view that brought all this about. the first was the killing of a chinese elder earlier this year in the bay view, and the second was the -- a woman was quickly thrown off the t line and it caused con center nation in the chinese -- consternation in the chinese community and the black community also. i was thrust into the middle of it for a number of reasons. folks asked me to be involved in it. vincent pan was in there with me, and we put forth some ideas to certainly not make things worse but hopefully make things better. one of the ideas was an ambassador program. if people
