in addition the occ engages in outreach to inform the community about the occ's work about the availability of the complaint process and we have been told that we were the first civilian oversight agency in the nation to develop a strategic plan which is posted on our website and outreach includes community presentations and meet with community groups to collaborate on matters that would enhance delivery of services by the police department, and meeting with the groups and with the police department. we also make presentations at the national association for civilian oversight of law agency which is an umbrella agency, a civilian oversight agency throughout the country and the world. we conduct training including training at the police academy and at schools and to community groups and we provide our materials to various locations and we also inform through our website, and in the area of information technology and that is one of the asks the occ only has one information technology staff person, and last year he completed the online complaint filing project with an outside vendor but in add

the occ became fully staff and operational in 1983. it is under the jurisdiction of the police commission, not a part of the police department but part of the police department's budget. the mission of the occ is to investigate civilian complaints and impartially and we make recommendations on police practices provided by charter, and in terms of promptness of investigation. in 2007 the city controller issued a highly critical report of the occ prior to my beginning and -- the title of the report was poor case staff management degrade the quality of occ investigations. one of the find negligence that report was that best practices for investigators is 16 cases per investigator, but in in 2007 the case load ranged from 20 to 45. that's still not the case but the case load is i will outline a little bit later is still too high. for 2014-15 under organizational developments staffing was constrainted by the adjustment and long-term absences. currently the staff vacancies include two journey level investigators and one senior investigator a

the challenges is that the floor doesn't satisfy the occ's need for a manageable case load. additionally because of the formula that is used with the budget give eghtd and takeeth away and in regard to attrition and step adjustments. that also frustrates the occ's ability to have a reasonable number of investigators, and so those have been our challenges. as i said earlier the case load is about 24 cases per investigator, but again when an investigator has a high profile case what we do with that investigator we remove a lot of their cases from them so they have a case load of 10 or 11 cases and that means that the other cases go to other investigator additionally they not only interview witnesses and going out in the field et cetera but they do what is called intake so that means that complainants can walk into the occ during regular business hours and they are interviewed. they can also phone in for their interviews, and so the investigators who have the officer involved shootings or another high profile case they are relieved from intake so that means the remaining 10 or

how did the occ find out about them? >> the occ found out about the texts when we received a cd from the san francisco police department internal affairs division to provide us with the information that they had been provided by the u.s. attorney's office. and as we were going through the information on the cd, we discovered the racist texts and when we discovered them we wrote the chief a letter outlining what was in that evidence. >> so internal affairs informed you but did not inform the chief. does that concern you? >> internal affairs provide us with the cd which had masses of evidence on it. and to my nothing, internal affairs division had not discovered those texts when we discovered those texts. the internal affairs division. >> does it bother you they didn't notice these texts when they had all that data? >> it does not concern me that they didn't notice the texts because we were going through that data in a systemic way to convert the data to something called ocr, and it's optical character recognition and it j

i had bruises and scrapes on my face and on my body and hands et cetera and occ complaint. they took pictures. when i had hired a public defender and had to go get the occ report and also get the pictures they disappeared. the person that -- we don't know where they're at. we don't have them and that's all they would tell me. it's not like we will go and look for them. it's just "we don't know where they're at" and that's it and i did a follow up complaint but the evidence was missing. >> what motivated for you to come forward after all these years? >> what motivated me to come forward is one i don't believe in misjudging and mistreating people. more so because of the way i was treated by this officer. i will never forget that name. a lasting negative impression on my life and how i feel about officers in general. i don't trust officers. for a long time following that event i was having anxiety if i saw an officer. i was literally panicked having anxiety attacks and i came forward because i don't believe that -- i don't believe he should be an officer or officer vasquez and

relieved that the chief has acted swiftly and decisively and is referring not just the matters that the occ uncovered with our limited staffing, but is referring additional officers to the police commission for the police commission to resolve. i not only speak to you as the director of the san francisco office of citizen complaints but also as a board member of the national association for civilian oversight of law enforcement. our president brian buckner was invited to testify before the president's task force on 21 ftd century policing on a segment that dealt with civilian oversight of law enforcement. as a result of that testimony and also the testimony of char charlie beck, the l.a. pd chief and others one of the recommendations from that interim report of the task force is that every law enforcement agency should have some form of -- oversight of law enforcement. san francisco has that by charter, but i think sometimes it's forgotten that not only does the office of citizen complaints investigate matters which are confidential and protected by the public safety officers procedural bil

police departments including some training for the san francisco police department because using the occ's limited training budget i brought her to san francisco two years ago -- three years ago and had her conduct an eight hour training that included the investigators on my staff, the attorneys on my staff, members from other civilian over sight agencies throughout the bay area as well as members of the internal affairs division. it was an eight hour training and her model of training is to not just include the members of the police department that she iss s if focus -- focusing on but add diversity and additionally we had members from the community and it's extremely important when any of the training takes place on implicit bias that members of the aggrieved communities, the individuals in the communities that have been hurt by bias should be there at that training to tell their stories. otherwise it's in a vacuum and just moving to some of the more detailed recommendations that i have drawn from the report on the training provide initial and recurring training and send a message that b

is the police commission for consideration and we will work as we do already very closely with the occ and policy analysts to make the police department better, and there are many instances of that whether it's our cit training, our creating time and distance bulletin for people only in danger to themselves, what we have worked with young people whose parents were arrested and had unfortunate encounters on police and [inaudible] parents and others in the country are starting to adopt as we don't want to traumatize children anymore they are already by their parents arrested. i would like to speak a little bit on president obama's task force on 20th century policing. they write in light of recent events that weakened the relationship between police and the communities they protect president obama signed an executive order establishing a task force on policing. trust between law enforcement agencies and the people they protect and serve is essential in a democracy. in the first pillar they speak to building trusts and legitimacy on police and community divide is the first pillar but the f

i also did want to say too that i think from joyce hicks from the occ suggestion, i think we should drop the recommendation on how we insure the police academies and various processes to diversify and eliminate and reduce the bias within the police department. how we fund those type of programs. i think the other questions that cheer sir raised on civilianization of the department, i think more information is important i with will ask him for that rr those questions. osthe data on the new officers hired through the academy and field training, there were dem ographic information providing and i'll work the w the department to get more of the information. the 4th academy class was presented as a new budget item, i'll ask questions about the necessity of that budget ask, but also some of the concerns raised by the public on the growing number of academy classes and officers within thdepartment. i'm looking at a number of other things i was going to say. i think the framing from the community based organizations from our first item, i do believe much more should be funded in the human safety
