. >> reporter: that ship was seized two and a half miles off the coast of ocean beach. you can see it is right here now at the u.s. coast guard golden gate station. this is where it was brought along with the captain who was handed over to local authorities this evening. it started at 4:00 this afternoon. a spokesperson says that a crew was patrolling when it came across the 30-foot sailing vessel with no markings or flag and when the coast guard tried to board the vessel the captain reportedly threatened them. and 87-foot coast guard cutter was brought in. while the calls were being made the captain pulled anchor and took off. the coast guard followed and approached again near ocean beach. >> a slower coast guard boat was launched and went alongside the 30-foot sailboat at 7:00 this evening. and they had their guns drawn when they were alongside. the master said he would comply as long as the boarding team put away their guns. they did not do that. they kept their guns out. and went on board. >> reporter: the coast guard spokesperson says there was an altercation but f

i have developed the ha bit of going out to jobs on sunday mornings on ocean beach and when i was driving out there yesterday morning from my home in jackson corner, in light, sunday morning traffic. by the street, it is still took me about 20 minutes to get from there to actually the parking grounds at the cliff house. and while i was driving there and thinking about today's ceremony, i felt that it is for me, it is hardly imaginable what visions this man must have had to build out in this, or at the time, his mansion and to later on build the sutra, and i don't even want to think how much time it must have taken at the time to get from the city center to there. and so, to have this energy, and this vision to build something out on the other edge of the city. and already for me shows what kind of a man he must have been. and as you know, he not only build the bath and the cliff house, he even later on, he added a railway line from what i understand there was one. but he thought it was too expensive so he bought a second one which was going out from the city center, i think about eight mi

in addition to ocean beach which is damaged at times erosion is another problem that is caused by storm with different levels of sand transfer from one area north to south or vice versa. strong high winds have common in san francisco and this year we had winds up to 75 miles per hour and trees become damaged and heavy damage to cars and homes and other properties and businesses. i i know on park boulevard there's been a number of trees and fulton as well. but the measures are current been taken but based on those problems i think the hearing today will hopefully achieve 3 goals. the first one is the permit we understand our cities plan for storm response and we have the public works and department of public energy to talk about that. i think it's important to know which lead agency if there is one. i think the communities need to be aware who they should call for help if a tree falls. second i think it's important we work on strengthening our storm response system so hopefully, we'll hear about what the city is doing there as we expect for extreme weather. it could corporate with other

the wind blows, it comes from the ocean beach. because the sand is moving, you can see evidence along this side of the hill in 1989. the vibrations in accelerated. you have a significant amount of movement to the point that the homes that uc had very severe damage for two blocks. we recognized what the problem was at the time, it was a matter of loose sand on a very steep slope. thank you for the effort. we were able to get federal funding and design which you see in the upper walls. the lower walls was actually billed as part of the wpa. the upper wall was built in 1991-'92. this is a concrete wall and it has rocked going through the wall that extends the distance of 80 feet beyond the wall. the next earthquake occurs, the wall is designed to resist and the movement of the sand and allowed it to move down hill. this is a classic example of the creek and degree flow and exists all the way the area. we might see the other evidence. we have done nothing to improve the quality and the strength of the dam. >> one of the things that ha
