coast guard arrived here on ocean beach. if tourp push in, you might see them silhouetted against the waves. as you push in straight, you see the backhoe just beyond the backhoe and to the right is the fishing skreszle that he they are -- vessel that they are concerned about. they're trying to figure out what's the deal with the fuel. they're waiting for a contractor who specializes in removing fuel to come out here and figure out once they remove the fuel how did they best remove this vessel that has been leaking. diesel into the ocean for the past 24 hours or so. the boat is the paloma, it's a 38 foot fishing boat. it ran aground yesterday morning. it has a 400 gallon fuel tank. not clear if it was full of fuel at the time. then as i mentioned, how to figure out how to remove the vessel itself. the skipper of the paloma is still missing, it was around 3:30 yesterday morning that he radioed a veszle to let them know he was caught in the surf around ocean beach. >> we're all worried. we all would love to know that he's okay.

nbc bay area's mark matthews is on ocean beach with the new details for us, mark? >> reporter: hi, jessica. you can see behind me they've got a line rigged to the boat and tied off to this front loader and are attempting to get this thing pulled up onto the beach as the tide reaches its peek in about an hour from now. a festival is coming this weekend, so friday is the deadline forgetting this bill moved. the national park service is footing the bill, $98,000 they're going to bay to have the boat cut up and removed. all in all, about $120,000. and as you say, taxpayers on the hook for it. they're supposed to be going after the captain or the captain has runaway. they're supposed to be going after the boat owner, but he's up in crescent city, and who knows if he has resources. so for now, it's a lot of money being paid by the coast guard and national park service. right now the priority is getting this fishing boat off the beach. >> we'd like to be able to take it up in fairly large pieces and break it up further up the beach. >> reporter: he's convinced the skipper

the wind blows, it comes from the ocean beach. because the sand is moving, you can see evidence along this side of the hill in 1989. the vibrations in accelerated. you have a significant amount of movement to the point that the homes that uc had very severe damage for two blocks. we recognized what the problem was at the time, it was a matter of loose sand on a very steep slope. thank you for the effort. we were able to get federal funding and design which you see in the upper walls. the lower walls was actually billed as part of the wpa. the upper wall was built in 1991-'92. this is a concrete wall and it has rocked going through the wall that extends the distance of 80 feet beyond the wall. the next earthquake occurs, the wall is designed to resist and the movement of the sand and allowed it to move down hill. this is a classic example of the creek and degree flow and exists all the way the area. we might see the other evidence. we have done nothing to improve the quality and the strength of the dam. >> one of the things that ha
