mike pelton joins us live from ocean beach. >> and areas surrounding ocean beach in you'll find a lot of these fires and pleas for help. at 9:00 this morning we are expecting a group of friends and colleagues to gather here once again to searched this entire area. since he went missing on sunday, dozens of colleagues and close friends have combed the area around ocean beach searching for the missing 27 year-old to play parts and sundays bay to breakers race. he told friends he was headed to the beach after the race. it is believed he might have gone out for a swim at around 9:00 sunday night several of his items turned up on ocean beach. the coast guard has assisted in the search but they have not found anything. his co-workers and loved ones are now taking the search effort upon themselves. >> it is really easy to go out and get pulled out with the current. it is also possible that he was able to get out of the water. we are checking on any clothing that we find, and the high that mounds of sand you can get buried in this stuff really fast. we're just going to come every inch o.f >>

they concreted the walls of the river in order for water to get to ocean much faster. narrator: cities throughout southern california converted natural rivers to these concrete channels, part of their storm drain systems. this allowed expanding development without the need for large flood plains. kharaghani: the los angeles river is approximately 51 miles. concrete reduces the size of the river that you need to carry the water because it speeds up the flow of water. if you'd like to remove all the concrete and to have natural system to carry the water to protect you from flooding, you need to have almost one mile on each side of the river set aside for transport of rain. so in order for the city to have use of those lands around the river, concrete made it possible to have minimum land so the water can be carried to the ocean in the fastest possible way. but, unfortunately, because of population growth and poor housekeeping, people are putting a lot of pollutants on the street and the streets are the openings to our stormwater sewer system. in an average year, 4,000 to

the wind blows, it comes from the ocean beach. because the sand is moving, you can see evidence along this side of the hill in 1989. the vibrations in accelerated. you have a significant amount of movement to the point that the homes that uc had very severe damage for two blocks. we recognized what the problem was at the time, it was a matter of loose sand on a very steep slope. thank you for the effort. we were able to get federal funding and design which you see in the upper walls. the lower walls was actually billed as part of the wpa. the upper wall was built in 1991-'92. this is a concrete wall and it has rocked going through the wall that extends the distance of 80 feet beyond the wall. the next earthquake occurs, the wall is designed to resist and the movement of the sand and allowed it to move down hill. this is a classic example of the creek and degree flow and exists all the way the area. we might see the other evidence. we have done nothing to improve the quality and the strength of the dam. >> one of the things that ha
