just over the ridge, and the one at pacific palisades, which caused such devastation to hundreds of oceansidees, officials do seem to be, at last, making some progress in corralling those flames. the pacific palisades fire is about 6% contained. this one has been corralled, at least. that is progress. it may not sound like it. it has been achieved by virtue of the fact that the winds have abated, and that has enabled firefighters to attack these fires from the air, using helicopters and planes to unload gallons of water onto the flames below. it is having an effect. we saw it work last night, to my great relief, my great personal relief, there is a fire that sprang up in a hollywood hills, not farfrom where i live. it very quickly took on an extremely large area of brush, and there was an evacuation order put into place, i had to rush back from covering the fire in the pacific palisades to gather belongings and get out. there was a very nervous couple of hours while we waited to see if our homes would be burned down. thankfully, they were quelled, those flames, by virtue of bombing them from

afternoon through wednesday afternoon for this portion of southern california, from palm springs down to oceanside and through san diego county. relative humidity ranging from only ten to about 20%. of course, with those strong and powerful santa ana winds right now in the area of the fires, the in the l.a. county area, the wind speeds at the surface are ranging from 35 to about 45mph. much stronger gusts, though, way up in the hills. we're still still talking about gusts up to about 60mph. and you can see the wind is generally out of the northeast, so that means it's blowing the smoke from these fires away from populated areas and out to sea. but the fires continue to burn. the smoke continues to build up. and that means there's still a great concern about declining air quality in that area. i'll have more on this. and look at our local weather. we have some strong gusty winds here as well. diane, a little bit later. >> all right. we'll be watching that very closely spencer. thank you. now the effort to stop the flames involves more than just californians, firefighters from neighboring states and

one is southeast and one is oceanside. so on the left is oceanside and on the right is southeast. southeast san francisco contains the majority of the population of san francisco that watershed. however, in both of these sewer sheds, we see that the majority of the wastewater detected is h1. and we do see some h3, which is to be expected, and we do see some h5. we don't think that's from humans. however, we think that is from milk that's going into our sewer system, or perhaps waste from wild birds that's going into our sewer system. on the next slide, i'll turn to our incident management team, which doctor phillip alluded to earlier. so using the national incident management system, imts are a way to organize resources to respond to emergencies. this we are using a planning imt structure to quickly organize our departmental subject matter experts, to update and prepare our plans for a variety of scenarios. if we turn this into a response operation, this imt can quickly team can quickly pivot into a response imt. similar to the organizational structure we used during covid. and so

. >> so these are oceanside, cooler climate communities in southern california going from ventura countyn along the coast and so you have malibu which historically because it is a little bit more rural has had these fires but palisades which goes a little bit further inland, does not have as much brush and trees, is not a place that you would expect that and also going further down to santa monica which is in an evacuation zone also not an area you would expect it but in california over the last few years we have seen higher and higher winds. so the winds kick up the brush or knock branches off the trees and they hit hot powerlines and that powerline explosion is what would cause a fire. in the bay area we have a lot of what are called managed outages so if we see these conditions coming we have been conditioned that you are just going to have a managed outage for a day or a day and a half because we know what happens when you hit the power lines. you may say why not put the power lines underground? we are trying to have the utilities do that. that is very costly. they should continue to
