the impact of the rent increases and the oci and the earlier survey this year to confirm the tenants to move into the building and this is done in close collaboration with the non-profit organization that represents the shipyard artist and whose mission it is to maintain affordable space at the shipyard. and all artists respond that they wanted to move into a new building and many of the artists will be happy to sign a lease as soon as possible. and for some artists approximately a third the rent increased poses a problem and they requested smaller studio sizes as an order to be able to afford the rent and as a result. oci requested to provide more small studios in the new building and the ibi group that will replacement studios and the architect to adjust the plans for more spaces in order to address the artists of the affordability concerns and as part of the survey and the subsequent follow up conversation with the artists a small group of less than ten, indicated that they would have the difficulties with the new, rent, but they were not interested in increasing the studio size a

approval and there are a few items that remain to be resolved in the future design stages and so the oci staff recommends the approval of these changes and designs subject to a number of conditions. and such as that we want to see the samples of the materials and the finishes and the detailing and as we always do, and seating elements in the plaza are subject to the review and i will work on the star with that item and the elements that will visually separate the plaza from the parking area and we want to be sure that the necessary improvements to the parking areas that have been shown by him a second ago will be completed before any existing parking is removed. and so the artists will always have access to the sufficient parking. and as you have seen on the commercial kitchen, replacement kitchen design, we want to be sure that the location of the access for the future for the possible future connection for the collection >> we always have the regular community outed reach that includes the endorsement from the caa and because it was a benefit to the community we have numerous meetings

first the payment is 6% or approximately $10 million more than oci would have received from a taxableity. second, the payment is up front and will provide immediately available fund for the production of affordable housing in the south. currently there is approximately 750 units left to be built in mission bay south. the affordable housing payment will allow for two affordable housing projects to be built in the next five years rather than two in the next 10 years. and there is no impact to the housing trust fund. these two projects that we're talking about are blocks 6 east which will be 135 units of family rental housing or 27 units for formerly homeless families and block 3 east, 101 units of supportive housing for formerly homeless individuals. in addition to the affordable housing benefits, the transaction will also generate a benefit to the city's general fund over the next few years. ucsf anticipates that development of blocks 33 and 34 will allow for the consolidation of its operations and relocation from other sites in the city. if taxable entities were to take over these spa

am a member of the star board and a chair of the real estate committee, and i have been working with oci staff and lanar for several years. and i want to start by thanking the current and former members of the redevelopment and the commissions and the staff, for really what i think is an extraordinary leap of vision, on the part of the number of people that has resulted in this new building being built and you know, most and i have been traveling around the country and i met with the people in boston and in dc, who have the group studio spaces and the boston center for the arts and the factory and when i have explained to them what is happening in san francisco, everybody knows about the increasing cost of living in san francisco, and the increasing cost of being an artist and making the art and the studio spaces and i have told them that we are going to have this new, 87,000 square foot building, with 130 studios, and you know, at below market rates, and this cost of maintenance, and they are just blown away. and i mean, that this is an incredible thing that is happening here. and it is

the face less and voiceless and a community in the making and the fact that with the assistance of oci and you know to include the africans this tells a whole lot about the city of san francisco but sometimes at our network meetings we also tried to look at the situation not from the standpoint of our -- also you know and we always give the example of someone who is suffering from a contagious disease and who by a language barrier -- and we understand it's going to be a process that year after year i saw here the police chief talking about the language access but at the same time that should go along with the work of education how do you convince the new immigrants that are traumatized -- and again you know we like to thank you and then you know and we like to continue supporting counting on your support so that this becomes -- [inaudible] thank you again. >> just a second. well i was going to say if there are any other members of the public who wish to speak -- i want to thank you for your work and staff i don't know if you have any final comments based on what you have heard i want t

oci, the successor agency to redevelopment agencies since they were dissolved two and a half years ago and we've come a long way since then. we have a great deal of certainty in our major approved project years, shift you are candle stick and mission bay and this is good news because of the work we've been doing with you, our city partners over the last two and a half years to really move forward and accelerate that critical infrastructure and affordable housing so i'll move to slide 2 on the power points. in terms of the mild stone, creating that certainty for those three projects. those are completed and done. we've been allowed to keep the bond proceeds for those enforceable obligations for those key areas and assets and significantly for the city what is new is that because we've gone through these steps, there's a total of $12 million that will be transferred to the city, $11 million in-housing funds and $11 million in non housing funds for bond proceeds and i'll touch on those again and then as part of this solution, we complete our obligation, affordable housing, significant ass

there is no additional subsidy that would be coming from oci because we are not in a position to do that. star stepping in and taking that on was basically trying to fill that void and the need and we can be supportive of that and help with fund raising, but we don't have the means to directly -- >> oh no, i'm not asking about that. i recognize, even though it's been a number of years, that as of today, if we had to transfer everything today, say the disillusion and redevelopment worked out differently. star would not be in authority to say anything about the artist building because they're not the manager of that building. maybe they could be as part of the future plan for transfer, but that's not the case for today. what i'm getting at is what has been the discussion about how the affordability of these studios as currently designed in terms of their space requirements would be maintained other than saying star is maybe on top of that? because if we have to transfer it tomorrow, star frankly doesn't have an authority to come and say we're managing the rent stabilization fund. it just w

oci and my office will act -- will be extremely helpful to those departments and helping them figure out which documents need to be interpreted -- to be translated and what technology is out there to help translate different services. >> and i know with the board's strong support of language equality and language access ordinance that there's a lot of work, not just for the office of civic engagement immigrant affairs, but departments throughout the city to keep up with tracking the staffing and the languagiblabilities of staff to make sure that we're treating fairly and equally different language, so-called minority populations. i really appreciate the focus on that ~. i did want to say that for one of the other line items, grants for the arts area that -- from last year's budget, i know that some concerns were raised about the need for more equitable and fair funding, especially to ethnic lgbt women and under served communities, arts organizations. and i know that there was an effort last year to take some of the resources to -- i don't know that there were increases in grants for

frontingbacker project, we talked a lot with the housing authority and the redevelopment agency or oci, as it is now, there was a lot of concern about enclosed corridors and enclosed stairs, both from a security standpoint but also from a usability standpoint, that they become kind of dark places where people don't really want to go. in both 7 and 11 and 10, we went to great lengths to pull the circulation out and make it prominent and open and airy, and so, yeah, so you're right, it is a very prom nanlt, it was a pretty deliberate move on our part, i think it was a bit of a response to what we heard were problems with some of the older housing authority projects. >> which is typically in the last few decades, we've gone away from the kind of situation where you have as many of the motels and things built in the 50's had these places where stairways were visible and corridors were visible in front of where the rooms were and generally that was internalized more but i think i can understand what you're trying to do there and probably as long as the exterior areas are properly addressed,
