i would like to hand over for a brief presentation from ocii. mission bay north met its housing goals so any units built on this height will help us exceed the goals we have made in terms of our commitment to this development plan. >> hi, my name is lila and i'm assistant manager. thank you supervisor forgiving a great summary of the project. i'm going to go over a few points. the parcel we're talking about n 4p 3 is the last to be developed. this is the last remaining site and we've had very few developer interest in this sit partly due to the requirements for this site to have 62 percent inclusionary moderate income. so they have proposed an amendment to the owner participation agreement for mission bay north so we can have a feasible project that can build out and complete the mission bay north project area. and as supervisor kim had stated, we have already exceeded the affordable housing requirement in mission bay north and with -- if we built the there, 4 p 3 with the amendment proposed, we would have exceeded the requirements by over 79 un

and a ocii will enter into the air rights lease.cii will own the air rights and at which time the ownership will transfer to the city with the mayor's office of housing as is successor. the shared open space and the underground parking garage were constructed and this air rights lesser the final approvals and subject to the commissions approvals the project will begin construction in may of this year. the blocks 6 and 7 affordable projects provided 589 parking spaces. and the reduction is for the possibility to reduce to 8 spaces if the funding 0 space is not secured. those will be shared by the affordable projects for marketing reasons scalp will pay for the construction of 25 extra spaces and increase the 85 to one hundred and 10 parking spaces. the project area has no minimum parking requirement and has a maximum of one parking space per unit. this will not result in the market rate exposing the parking space for one unit. the tenants will have access to parking. so the affordable housing will not have parking parking costs for b

i want to state the difficult position that i think ocii was in around this parcel. this site was originally flatted for 80 units all at 120 percent ami for homeowner ship. it was something like ssop, san francisco organized process fought for. the way that the development agreement was written, once the developer completed their object -- once they completed their obligation, there was nothing to force them to finish the site. they'll telling the land to inter grille who is in the fiscal position decades later trying to built something that pencils out for them and building 80 units at 110 ami didn't pan out. i asked a lot of questions and i believe that ocii did a thorough skrob -- job in the back of the envelope to reinsure that the project was not possible. so that is why we are in the situation that we are today. our current affordable housing policy and i know this is up for debate has us building rental units for a zero to 90 ami. we set this up high so we can build the most units possible. the way the framework is, 80 to 100 percent is use for homeowner ship.

the ocii or whatever agencies that we have so that we can control land cost and invite the artist and artistic community to join us cloelg these land cost. we don't do that. if i don't get more of these land cost in control, then we are subject to the natural forces going on. our success will eat away at our local arts programs. we can't have that happen. i want to say to the whole arts commission, our helping hand, connect up with ocii and connect with office of economic development, use our success to turn around those properties that are getting out of control with our success. let's get some control in on this. let's invite more of our community based arts programs to join us, our local businesses to join. our foundational to support, our larger economic institutions that are led by kaiser and so many others. join in that economic, make the connection, make land control. we are not going to let the opera house and memorial get away from us. we are not going to let years of inattention get away from us. this is a planted flag here because we are taking historic things that could ha

that we are here to talk about, ocii that is redevelopment, that you used to be a commissioner on. and gtis, that controls the television that goes on here. which i had to be a large part of creating something of the san francisco government channel, which i don't get the credit, i don't need it. the oversight board, i was at a meeting with the redevelopment agency, okay $50,000 for the budget, and that committee is the most that councils more meetings than anywhere in city hall. what do they need $50,000 for, you need to check that out. and the planning commission that happens in our black community. they are trying to do a study on us now, talking about african-american history. we don't need more studies about us, there is not of us to do studies on. and another agency, the human rights commission, they need to be audited. the last time they came to the community, they had their hands spanked and a lot of their activity put off in other departments. and the puc needs to be monitored. i am very happy and tickled black that you are having this commission, but it doesn't mean a dam
