this is something new that's been brought to the staff at ocii. i don't know if they're going to be in favor of this. you know, at one while, then, with the redevelopment agency, we were also under 261 labor's union that had a health plan, which was much better than the city's health plan, okay? so what -- what i'm -- what i'm thinking, they went from the best to the second best. now, with the new employees that they have now with the ocii, are they going to go less than best? i'm looking for them to have just as -- just as good or better than the redevelopment agencies that have retired versus what they're saying now. i don't know if it's going to be better than ours, you know, and the employees, with my understanding, is going to have to vote on what's going to be best for them. but, you know, a health plan, the only reason i stay with the agency, as long as i stay with the agency, is to have a health plan once i retire. now i have that health plan. i think the majority of people stay on a job because when they retire, they'll have a nice retire

ocii hired dpw in 2013 to act as manager for the project. the originalal had three units of work and the originalal mou authorized funding for phase i only which was design services through 50% cds. since then there have been two mou amendments authorizing work. today i am here to discuss a third amendment which is sub phase 2c which would authorize funding for construction. sub phase 2c, there is 11 divisions of dpw that oversee the construction to make sure the project is built with approved plans on budget and on schedule. also includes funding for general contractor portion which is a contract between dpw and general contractor. the scope also includes funding for puc and mta for construction and support services. total authorization is phase 2c -- the mou amount to date then would be $19,709,347. this portion is being funded by ocii with existing bond proceeds. regarding the contracting per 2013mou we are relying on the city's contracting requirements, the city has 25% lbe goal. michell engineering chose to construct the project is city

ocii will only spend 2% of its budget on project management and operation. this means the vast majority of ocii's budget results in new housing, open space, commercial development this improves the lives of residents of san francisco. the next slide is an overview of various funding sources. property tax is only a small part of our funding. although, to pay which is used to pay debt service. majorities of funding in our budget is prior appropriation for expenditures for multiple year project that have multiple years that includes housing loan as well as folsom streetscape project. fy 18 and 19 ocii budget will come from new proceeds. i do want to note there's a typo on that

the cac connects with ocii. we listen to developers, city agencies, our community, and our stakeholders. the work of ocii is approved by the hunter's point cac, which has helped me understand how the departments operate. if approved by the supervisors, i will still be communicating with the hunter's point cac due to the fact most of the matters concerning ocii come before the hunter's cac committee. regarding our shipyard, we deal with parks and open space, land use, business and employment with cac. housing, affordable housing, environmental planning and reuse, finance, recreation, workforce development, and community benefits. workforce development -- and i know it's a passionate area for spice sore safai. and he has worked hard to get that into his district 11. it would be such a help to this city with workforce development moving and developing our committees, including our as-risk youth. the shipyard will bring in job opportunities with workforce development throughout this whole city. what i would like to

staff reviewed the mocd-ocii housing pipeline, and i've happy to say that c.o.p. holders are eligible for over 98% of the units that are currently in various stages of development. one and two bedrooms are also included in the pipeline. number three, developments need to include a range of income levels. so it's been ocii's practice to include income tiering below 60% area median income, and usually between 15 and 30% a.m. i. is very common in our request for proposals, and now with the new tax credit emergency regulations, projects that receive tax credits can now tier to reach 80% of median levels, and we do this, this 80 to 30% because we know that individuals in households that are interested in living in san francisco, including c.o.p. holders have various income levels. so the more income tiering we can do, the better for everybody. an example of this is reflected in the responses just received for blocks 52 and 54 in the shipyard, and my colleague will be presenting to the commission the next couple of months a recommendation for predevelopment funding so t
