ocii staff meets monthly with city build to discuss and assess progress of ocii's workforce program. during the reporting period from july 1, 2018 through december 30, 2018, contractors logged 2.13 million work hours of which 324,176 hours or 15 is 2% of the total were performed by san francisco residents. although this is a decrease from 17.3% reporting in the last report, this nevertheless represents 1,096 san francisco residents who worked on ocii-administered projects. this project also reflected the continuing challenge of local labor market within a booming construction industry. for all projects, left lane 8.5 million worker hours have been logged on an accumulating basis as of december 31, 2018. over 1.5 million of these hours or 17.6% were performed by san francisco residents. on average, san francisco residents performed more hours on ocii projects than non-san francisco workers, reflecting the beneficial impact of ocii construction workforce program on san francisco residents. meeting workforce demands remains challenging. the demand for construction labor not only remains

starting in august of 2016, ocii staff leased a request for proposal or r.f.p. seeking a team to develop, own, and operate housing on block six west. in february of 2017, the commission approved the selection of the highest scoring team, mercy housing, california and paula taggert, architects. the development team moved forward with the schematic drawings of the site, and in march of 2018, commission approved the schematic designs for the project. the block six west calls for 152 units of affordable housing. 50% of the units will be two-bedroom units, 20% will be larger units comprised mainly of three bedrooms, as well as one four and one five bedroom units. the six-west project will provide rental housing affordable to low and extremely low-income families. in particular to note, 38 of the units will be set aside for how's holds voluntarily relocating from the sunnydale housing site. units will be restricted at a range of 40% to 80% of area median income, and this range provides housing opportunities for a broad range of families and households within one proje

we have about $320,000 increase in expenditure recovery from ocii, the office of community investment -- and i forget what the other "i" is for. infrastructure, thank you. the former redevelopment agency, because they are expecting some projects and trends where they are going to require a lot of work from us, so we've added that to the budget. we have also decreased our grants expectations. we got instructions from a funder about the maximum allocation. it was a little bit lower than we had understood previously, so we've brought that down to be the maximum that we could receive. and we have also increased enforcement revenue to better align with the current year revenue projections, so that's why even if we've decreased the general fund charges per services, because we're increasing nongeneral fund, you're not seeing the big change in the numbers from prior year to current year. so we start with the top line, which is charges for services. those are our fees. and the vast majority of those, about $42 million of that, is general fund. grants and special revenues are the second line.
