i was involved in the market octavia plan. this is because of my participation in the central freeway octavia boulevard task force. very very truthfully, south of market was not to be considered. this was not even talk about. even to the end, it was barely talked about. certainly not heavily participated in. the second portion passed by a bare handful of people. these are very different neighborhoods. separate neighborhood organizations. i'm amazed that this is something that if they were that interested in it, we have not heard more objections. if there was not a number of three-bedroom units, i would not be saying what i'm going to say now. i would support the higher ratio. this is only the number of three bedroom units. i am one of those people that rarely considers two bedroom units to be three units. having raised three kids, having seven grandchildren, i'm stan wood family units are and how they work. i also understand that an automobile not used for a daily commute to go to work, but used to carry your children around t

we rescinded it when octavia boulevard was opened. when we look all these changes, these are operating at an acceptable level of service. this diagram shows the latest level of services which is an aggregate measure at an intersection. what you want to look at are those that in the e or f version. we're assuming that this will redirect north on larkin and some will also redirect through this new two-way. the 21 hayes, this is one of the split routes where in the inbound direction it operates on "from laguna to pull -- it operates on -- from laguna to polk. in order to have the inbound direction operate also on hayes, we would have had to have make the two-way segment between polk and van ness. right now come the proposal is thought to have that segment approve. -- right now, the proposal is to not have that segment approved. we don't know what amount of traffic will be used. we're not sure if it would operate better on haiti's -- on hayes. this would have a lot of capital expenditures. what we're recommending is doing the changes that

this is the type of project that the market octavia plan envisioned. i will temper my support with a copy out. the one to one parking is inappropriate. i am here to defend the plan. neighbors from throughout the area weighed in on this plan and i want to to defend the outcome of that plan. when we started to create exceptions to the plan, we watered down the plan. one of the important aspects is parking. we are trying to create an area that is walkable, safe for pedestrians and bicycles. i respect the project sponsor but kitchens to not have the impact on the neighborhood that automobile traffic does. this area is heavily served by public transit. you have haight street come up bart is within walking district -- distance. this is on three major bicycle routes. you have a lot of pedestrian traffic. the more you add to this area, you can see the work here. we have a lot of progress coming on line. the more cars we add, the less successful this plan will be. there are many projects coming on line here. there is one across the street that has five spaces p

urban neighborhoods in the city, octavia, hunters point. an excuse corridors, -- in mixed use corridors, these are quite important. looking at el camino, some other key corridors that are served by bus and will need you to be served by bus rapid transit. the task at hand is to find projections to meet the projected population growth for the region of roughly 2 million people in a way where we no longer assume people will drive to manteca and find a house they can afford. and to do that in a sustainable way where people will drive less. if you look at the chart on the screen, you will see the 2035 regional plans. that is our forecast. that is already heavily focused on transit-served areas. then you see the growth. our path was to accommodate the growth increment. unsustainably as possible. the road beneath that, that is the regional housing target. in terms of the overall housing distribution, this is a very focused-growth scenario 70% would be a priority areas as opportunity levels. it is a transit-oriented approach. it encompasses very li

new units, of new residents and even with a .5 or .75 parking ratio, when you look at what market octavia will create in terms of new autos being brought in, i'm going to bet that it completes with what would be added in parkmerced, and what you add in eastern neighborhoods, it eclipses it. the fact is that from what i'm aware of, in terms of significant opportunities for housing additions on the west sired, this is pretty much it. we see these maps of where the development opportunities are in san francisco, and other than park merced and somewhat around balboa park, there's really almost nothing on the west side. our population in this city is going to grow. it grew in the last kecked -- decade. it added like 10%. it's going to continue to grow as the bay area zpwrose and the question are we going to have all of that increase in population and all of those extra auto trims and all of those extra cars on the east side of town absorbed by one section of town without making every effort to try to in a reasonable way with well-designed projects to spread that to other parts of the tounl. i

commissioner antonini: i am against this for the reason that this is currently written, with market octavia. the reason is because we are going from the requirement of one-one, with the residential units, to allowing up to .75 and 121, in some instances. this is by conditional use. this almost never happens. when we have a project that may be deserving, we can get a conditional use. we are taking the big steps here. i agree that we should not require every single project to require one parking space for each residential unit. but people should have this, and they should be able to go higher. this is in keeping with my earlier remarks. you go through cities like seattle, san diego, and indianapolis, the downtown area is very calm because our problems and not have their roots in residential parking, but rather in the parking of people moving through san francisco, which often serves as a conduit for people doing business here. that is the real issue we have. what we're doing is restricting the residential parking, oftentimes. but not addressing the real problems. as far as the business parkin
