summarize, immediately after the earthquake and fire of 1906, which incinerated the whole area out to octavia, thousands of temporary buildings were built throughout the burned areas. it took a few years, but eventually permanent buildings made of durable materials such as these were built. the general characteristics that unify these buildings in the proposed district began with the dates of construction being built between 1911 and 1925. most were designed by master architects. for each buildings, the architects used a formal three-part arrangement consisting of a base, often with commercial store front. main portion or column often with residential floors and decorative top, either cornice or decorative parapet. projecting bay windows visually reinforced the vertical emphasis while functionally increasing light and air into the interior of many of the buildings. all are three to five stories tall and are built out to their lot lines. most are mixed use with commercial ground floor uses and residential above. the eight buildings that constitute the district are all significant for their hig

i think we have heard a lot in the market-octavia planning area and here is an opportunity for the plan. i live three blocks from this intersection. so i am very familiar with it, and the traffic flow that goes on there. i think some concerns that the mission neighborhood has is not that founded. because it's a left-turning arrow light. you can't make a left turn unless the arrow allows. i think that six cars get to go at once. not that there is a huge bevy of cars to make that turn. i don't see the congestion problem that people are envisioning. and i know that this is a great intersection for the extension of the bulb out and the median. because there is a lot of sun in that intersection, it's an ideal place for the improvements. i understand the concern but i don't think it's founded. there is not a lot of traffic on that first block of dolores. there is more traffic people turning off of 14th and other streets along the way. the congested part of dolores and why there is a level service of b +. and it will change because whole foods is going in. but i don't think it's overwhelming.

eventually it was decided to market street there would be elevator freeway and beyond octavia and the citizen's community identified projects to be completed to mitigate the impact the freeway run through their community and both the skate and dog park were included as part of the cac's report to what would be beneficial uses. the city since that time have worked diligently to bring us to where we are today. in 2007 the department of public works began a capital planning process that included over a dozen meetings and workshops with various stakeholders regarding this project. there have been countless interdepartmental meetings to coordinate between the office of economic work force development, the city's real estate division and dpw on this project and we have also -- they have also almost finished negotiating lease with caltrans for the lease of the space. as the park parcels are underneath the central freeway the city doesn't own them but we will enter into a 20 year lease for those parcels. the items before you are two fold. there is mou which i will address first and amendment

we still have some octavia parcels to develop. and, again, we will be utilizing the funds from this low mod fund as well as the larger housing trust fund for the preserving the affordable housing in the surrounding area. it's so hard for us to build affordable housing and there are people in those affordable housing. we want to ensure that whatever is affordable housing remains affordable housing. so, we share your concern about the existing affordable housing. >> thank you. and i just would add that maybe some additional effort on prioritizing those who qualify for affordable housing who work for cpmc whether it be down payment assistance, which any of us would qualify for as san francisco residents if we meet a certain financial threshold, but taking an extra step potentially in this opportunity to really support the workers of this potential hospital in san francisco. i'd like to see potentially a little bit more effort made. and i'll just want to make a statement and then i'll allow my colleagues to move forward with this. tod
