we see all three of these projects the urban design that is the octavia plan and they make long needed development and residential environments to this neighborhood. i'm also here as a business owner. my business is located at 315 linden alley and very much a part of the hayes valley neighborhood. as well as i said on the green committee of the hayes valley association looking to what we can do to better our street scapes and generally improve the hayes valley neighborhood. an important aspect of this project is the contribution to ivy street. by locating residences on ivy street, we are starting to see a true living alley. there has been lots of chatter, lots of discussion, monies put towards what can living streets be, what can living alleys be. we have a workshop with your planning department just this week with the hayes valley association meeting. i think this is truly a remarkable example of what a living alley can be an and will be. i really recommend it for that, as well as the improved street scape on hayes street. it has a very tired street scape. so what these new projects b

whether heavily traveled intersections like market and octavia, or neighborhood streets near schools and parks. san francisco is one of the highest pedestrian injury rates in the state for the last three years, we've seen an increase in the number of pedestrian fatalities in our city ~ and this does not even include the hundreds of unreported accidents that occur throughout the year. we need safe and open sidewalks, not only for today's pedestrians, but for our growing population. we're seeing large developments in various parts of the city, whether on market street or in the southeastern part of the city. this will lead to more people living and working in our city. we're estimated to add 100 or 150,000 people in the next several decades. these people will need to walk to work, run errands and get to and and from muni stops and stations. we have quite a few developments happening along upper market between octavia and castro, and with aignificant amount of new retail space that is going to come online. this is an exciting opportunity for the neighborhood in terms of a new retail space, more activation of our streets, more opportunities for residents and visitors to the neighborhood. particularly in parts of upper market east of sanchez street where you see right now a drop off in the amount of retail and pedestrian foot traffic and that is going to change which is going to be very positive. we have also seen the potential of some of that retail space being used for nonactive retail uses, office use, potential photo companies, real estate companies, et cetera, and uses which provide important services in our community, but with too much -- taking up too much of the retail frontage, could de-activate the street lights in the upper market area. right now in upper market there are basically no controls on using retail space for those kinds of office space, specifically limited financial services and business and professi

i still believe that you have to look at the entire district from octavia to castro and see what kind of a concentration of formula retail you have when making a decision not just a real isolated area and it is even worse in this enstance because a lot of it is parking lot, and a lot of it is unused space, and so, it looks a lot worse than it really is in terms of the concentration. one speaker brought up the point that she felt that there was a huge concentration of formula retail within the entire district upwards of 30 percent. and i have been told that there are only 12 formula retail establishments total in the district. and it may be two different things and we both may be right, the number of the establishments in the square footage of the establishments it could be that upwards of the high 20s of square footage might be formula retail, and some of them may be larger, and i am not sure that is correct any way. but at least, whether we permit this or not, i think that the matrix that we are using is not a good one with this 300 foot radius because you could have a situation wher
