will ando askedewd -- we will ask oewd to respond to your recommendation. if that's all right, colleagues. >> good afternoon, supervisors. this morning, my office released our fiscal economic assessment of the northern waterfront agreement that was introduced last week. the major change with respect to the northern waterfront agreement with the addition of long term development rights for 26 at 28. -- a and 28 -- piers 26 and 28. because of the uncertainty surrounding that, we did not try to model the infrastructure financing agreement, and it appears to have been modified to address that. what we have tried to do is fully account for all of these assets and liabilities that this event would generate and to consider them effortlessly and together. for us, it is this sort of tail that wags the dog, to review some of the figures in the report of last week. this seems to be rough consensus that there is a neighborhood of $20 million in debt will be generated by the event itself from visitors, and tickets, the operations associated with the event. as of last we

we would signal to oewd and the port that on lead equivalent event management plan and the low-income youth involvement plan -- this is on the lighter side of things, but nonetheless very important to us with regard to having a more well-rounded discussion and expectation of the acoc and the agreement we finally solidified. would you like to make any comments about that? if not, it is self-explanatory to us. >> we understand there is additional language you would like added into the host city agreement to address the leed standards, the sailing commitment, and the commitment to adding $32 million. supervisor mirkarimi: we do not need to do this as an amendment. it could be a condition. >> it is simply your construction -- your instruction to us to add that to the city agreement we bring back to you. supervisor mirkarimi: that is correct. chairperson avalos: it specifies low-income use from young people throughout the neighborhoods of san francisco. i think diversity is a key concern we have. supervisor mirkarimi: absolutely. i just want to say on the note -- anybody fearing the idea t

supervisor mirkarimi: i want to again thank iewd and port for the rest of the -- oewd and port.what are the highlights of this deal that is before us, and how might it contrasted the earlier deal? >> i will do my best to do this on the fly. the host city agreement provides that over the course of the next year, the city will take the lead on performing compliance with the california environmental quality act for purposes of studying the event and any environmental impact that might arise. there will be a lot of consultation of state and federal permitting agencies. at the end of that year, that document is appealable for the board of supervisors. the options will include hosting the event in san and cisco, hosting the event at some alternative location, those have been described as a no project alternative that would allow the city to not proceed. the second section provides a number of plans will be developed. subject to review by the authority. at the end of that period, both the authority and sfacoc would have right to terminate the agreement without harm. i will defer to jen

i really want to say how impressive in has been for the san francisco port authority, oewd, the mayor's office, members of the board of supervisors, mr. mark buell, and others who really have been demonstrating significant due diligence, which for holiday spirit reasons alone should earn us the right to secure the cup, but i think by us being able to illustrate very concretely why san francisco is the best place in this nation and abroad to host the cup, that is the deal before us. it is a great deal for san francisco as long as we are not shouldering the kind of excess of responsibility that we were quite concerned about before. great questions were being asked by a number of our colleagues here to keep the negotiations on track, and they really helped contribute, i think, to the intellectual arsenal for us to make sure -- this is really unprecedented for something of this nature and size to come before san francisco. the city attorney's office has also been working around the clock in order to really be as agile as possible to doing something that no other city in the country or abroa
