oewd does receive a monthly report on the fund. we will be conducting with working permissions, our working partner, and an annual analysis which will include a job and tax impact, business liability, and we will endeavor to continue to collect information about the profile of the employees of the businesses that receive these jobs. i want to clarify some questions that came up in the last hearing. the wells fargo loan is at one time source of funding. this must be repaid and only targets the five quarters that you see on the slide. there is mission street, and ocean avenue. these finds come up another question that came up is where did they come from and how long have they been with in city control? these funds were lent to the city as 80% interest by wells fargo. at that point, these were dedicated just to storefront improvements in the bayview. at the same time, the redevelopment agency had a portfolio of funds to provide grants to businesses in the bayview for restoring storefronts. it was hard to interest businesses in a loan

supervisor avalos: yes, oewd, talk about retention. that would be great. >> with regard to retention, that is part of what we are pledging that we will do as part of an annual analysis. what we are required to do and what we have been doing to date in order to verify that the jobs created are low or moderate income individuals is asked the businesses to provide a forum to their employees which asked them what their income as. that form and then it needs to be returned to the employer and returned to us, and we need to be accountable to hud, as well as to you, about the claims being made about low-income jobs being created. it is a challenge to get that information which the employees are not required to provide. we have to provide best efforts to get that information. common sense says that any small businesses that are often providing relatively low-wage jobs, that these people taking the jobs are probably low to moderate-income individuals. however, we have some of the seventh five jobs that have been created through this loan fund,

this corner, and when silvia and young decided ok, if we've got a little help with redevelopment, oewd, with our cultural district loan fund, all the positive things that are going on here, they made a long-term commitment to being here and they put forth a plan to open up their forth -- at least their third that they manage here right here at sixth and market, and we are embracing this opportunity because it complements show dogs, it complements all the other businesses that have benefited from the loan fund. it also complements and supports the wonderful arts organizations that have started all around here that have been the great catalysts. all the others that have been taking a little bit of risk but knowing there's going to be a big payoff. the payoff is the constant transition here. i want to thank zendesk for being here. mikhail, thank you for being here. the substation is going to be here. the burgers that will be here as well. but i want to thank just the acumen, the faith that people have about continuing the contribute to the positive changes on mid market. everybody wants t

i am glad to be here with a supervisor ki r dm b dubie director, oewd, and our community ambassadors. then with our deputy chief of police. we're all here to make the hard announcement, because this is a soft opening before i knew about it, that dottie's cafe decided to move here. a year ago, this was a passion cafe. i had lunch here with a couple of commissioners and felt very comfortable with it a year ago as we saw the changes that were bringing -- that were in collaboration with business partners, neighbors, business owners, the community benefits districts, and market changes. i think the move here that dottie's cafe has decided to take. from joan street, they grew to twice the square footage. they now have 24 employees to operate the restaurant. standing next to me is kurt. congratulations for wonderful decision. the lines are already out, and you're twice as big. this is wonderful. i want to make it official. on behalf of the city, behalf of our board and the city working together to make this whole area revitalized with our arts world, with our nonprofits, and then with a lot
