i am glad to be here with a supervisor ki r dm b dubie director, oewd, and our community ambassadors. then with our deputy chief of police. we're all here to make the hard announcement, because this is a soft opening before i knew about it, that dottie's cafe decided to move here. a year ago, this was a passion cafe. i had lunch here with a couple of commissioners and felt very comfortable with it a year ago as we saw the changes that were bringing -- that were in collaboration with business partners, neighbors, business owners, the community benefits districts, and market changes. i think the move here that dottie's cafe has decided to take. from joan street, they grew to twice the square footage. they now have 24 employees to operate the restaurant. standing next to me is kurt. congratulations for wonderful decision. the lines are already out, and you're twice as big. this is wonderful. i want to make it official. on behalf of the city, behalf of our board and the city working together to make this whole area revitalized with our arts world, with our nonprofits, and then with a lot

considering the question of if there is an oversaturation, i think we have talked enough about the oewd plan and can put that aside. on the mission mcd's, i was very concerned about the two locating on the same block. again and again, we have asked for the board of supervisors or another entity within the city to help us with tools, with legislation to use clustering or oversaturation or another indicator as a reason to make decisions. without that tool, it is very hard to use it. when i compare this to the mission situation, i do feel like there is a two on one block, but the third was 1 mile away. i see that there are four located around. common sense wise, there is some sense of oversaturation. as far as findings, i do not think that i could support denying the project sponsor. >> commissioners, the motion on the floor is to not take discretionary review and approve the project as prose. with the caveat that there are safety programs -- their safety program is to do it -- to go through the approval process of the centers as a police department. on that motion -- commissioner antonini

we have had conversations with directors at oewd, human services agency, and even though they do have to book its services, with the elimination of redevelopment, that creates a service debt. i do believe in efficiency. i understand that it would be great for another government entity to pick up the funding, but that is not the case. there are no more dollars that are dedicated to restoring the funding. i cannot begin to tell you how many organizations, with their participants to receive assistance in mitigation funding for driver's license issues, reentry restitution, union dues, that the participants as well can be connected, and our jobs are not just in connection with construction jobs. there is going to be a huge gap. services will be eliminated as of june 30 in terms of the funding we receive from this. we're talking about $1.2 million of loss of human capital. just for the record, in 2011, organizations like young community developers place over 50% of participants, so this is critical funding to making drug connections, so thank you. >> thank you. -- supervisor chu: thank you.

rhonda simmons, director of workforce development for oewd. i am here to present on the work force portion of the dba. i have been before you in the past to talk about both construction opportunities as well as use opportunities in this project. first i want to address the construction portion and the opportunities available there. we are anticipating that roughly 1500 construction jobs will be created on this project. we have worked in partnership with cpmc to work out a workforce plan that allows a 30% local hire, first stores are good faith program, for san francisco residence by trade, which is unique in the grand scheme of things. we have also negotiated and worked with them to work out an entry level construction admin intern program that calls for 50% of san francisco residents local hire. that coincides with a two-year- old program we run, the construction administrative program. that is a little different than people getting trained for pre- apprenticeship. it gets them trained on the professional service side, which gives us more opp
