oewd is entering into that conversation. we are doing an analysis of the positions we expect to be created making sure our provid providers know the civil service process so they can guide their participants to connect to those opportunities. we are coordinating with our fellow departments around how to make sure people are enrolling in the programs they have. if there are any other services oewd can laser -- layer into to make sure people are supported in accessing the opportunities. to the extent there are gaps, we can work together to close those. >> thank you very much. a couple questions. our specialized access team to have high enrollment but low placement. can you tell us why that might be how we can better support those? >> specialized access points are serving targeted communities that have specific and known barriers to employment. formerly incarcerated, veterans, immigrants that received credentials somewhere else that don't map to the american work force and people with limited english. those barriers are difficu

oewd is working with the cbd to prepare for their renewal campaign. they did not meet benchmark one. the cbd improved in meeting benchmark two and was able to raise more in nonassessment revenues compared to the previous fiscal year. although the cbd did not meet one benchmark it overall has performed well in implementing its service plan, has an active board and has sponsored various events including the activation of noe valley town square, and we will continue to work with noe valley cbd to meet their requirements. do you do any questions for staff? >> supervisor peskin: it seems like the category in benchmark one that is out of whack for 2016-17 as well as 2015-16 is the administrative operations category. but in 2014-15, it was actually consistent with the management plan. so that's kind of crept over time, so i'm not sure what the structural weakness is. >> there were additional city requirements that were not anticipated in the formation of this district, including the financial statement requirement from the know owe valley cbd that added to t

i want to thank oewd, sarah dennis phillips. i want to thank -- i know moses was there, the building trades was there for these discussions about this particular project. i want to thank david chiu for doing ab 73. i mean, this is exactly what we were hoping would happen from this type of legislation, that we'd be able to get more housing that's going to have really well paying jobs, it's going to create affordable housing, and we're going to get it as quickly as possible. so this is really, to me sacramento lengths beigislatio able to work in conjunction with san francisco and being able to get what we need, housing into central soma that's going to be providing middle-income jobs. i have to comment on this call for 50% affordable housing, all right? i mean, we are seeing projects right now in the mission disappearing because they can't afford 23%, 24%, 30% affordable. let's be clear, a call for 50% affordable housing is a call for zero -- 50% of zero is zero, so it sounds great. let's call for 75%, but we can't get 20% to penc

oewd oversaw the creation of 130,000 jobs in san francisco. and when todd came in, remember, we were in a recession, and look at what you've done. and you've contributed to lowering san francisco's unemployment rate from 6.9% to 2.1%, the lowest in the city's history. todd also won the 2016 james irvine foundation leadership award for reviving urban manufacturing to create middle class jobs. todd was a proponent of equality-driven work force programs bringing living wage careers for san francisco and low-income communities to initiatives like the mayor summer jobs program, youth jobs, tech sf, city build, and since 2012, the mayor's youth jobs initiative has connected 41,000 san francisco youth into internships and job opportunities. 81% of the youth everybody served are from low income neighborhoods. under todd's leadership, they oversaw major developments, including the transbay terminal, treasure island, sf general hospital, mission rock, plumbers union, pier 70 and new chase center. oewd leadership, launched ser invest in neighborhoods ini

we have wonderful partnerships with oewd, department of rehabilitation, the regional center, as well as many of the companies here in san francisco. but one of our most significant gaps is not the demand, as far as our clients wanting to work and wanting to work full time, or the demand of employers wanting to hire. it's our ability to be able to staff our programs. we are fighting against increasing costs of running our business. the minimum wage rising significantly as within our organization for six years. the difference between our wages that we're able to pay and the minimum wage keeps getting smaller and smaller for specialized work. i would like to encourage the city, it look at how your funding programs like hours and when r.s.p.s go out, to make sure they're not just focused on new people and programming but sustaining the programming core to individuals with developmental disabilities. thank you. >> thank you. next speaker, please. >> good afternoon, ladies and gentlemen. christine. i'm an attorney here in san francisco and the first thing i did when i went to usf law schoo
