today, i have an authorization authorizing oewd to retroactively accept and expand a grant in the amount of 203,917 and 50 cents for the humboldt state university program foundation to expand the capacity of the san francisco small divisive -- business development centre for the period of october first, 2018, to september 30th, 2019. this grant will expand oewd charge's small business development centre services to serve a greater number of businesses, dive in deeper with clients to assess the business development and business operation needs, adding from front new opportunities were previously unable for them to do due to limited funding such as online training. the grant award will give them more flexibility, because it is not going to have access to capital services. they will have greater ability roll over the funding into future years if appropriate. these services are free and low cost for small businesses in san francisco. and my second item, i asked that we adjourn the meeting today in memory of the western addition and fillmore residents in san francisco who lost their lives in

i'm very happy that they are working with josh in oewd. that is great. and the city build's program, i'm really happy. you guys are all working together and the program is very successful. a lot of the building you see her in san francisco -- i was just reading an article in the san francisco business times that a lot of our workforce and a lot of these projects are coming from the city builds academy. you know, with the advent of recreational marijuana, this is a great thing. i am happy you are working with the office of cannabis because it will put together the workers , the operators, everybody together. this is a labor of love and i am really impressed with everybody coming here today. i'm really excited that they are working with city academy. you guys do really, really good work in your outreach and with people in the community. this is another industry that we can tap in for local employment and help people in the low income and median income communities get jobs and good paying jobs. i really appreciate the effort on everybody coming together and

i believe we have oewd also carline grobe. >> good afternoon, supervisors. again, project manager at office the economic and workforce development. as shared by the supervisor tang, i believe she's staffing the mayor so she won't join us for this hearing. the item before you today is an ordinance introduced by mayor breed to amend the housing ordinance, section 415.3b of the planning code. the ordinance modifies the date by which a grandfathered project must obtain a site in order to include the rates. as you may know, in june of 2016, voters passed prop c, which allowed the city to increase rates on private development. the board of supervisors amended ordinance for application prior to january 12th of 2016, to grant fathegrandfather their rae them until december 7th of 2018 to secure their site permit. the biggest issue with that is that not all-pro jets wer all pd at the same time. creating a ability to reach this key milestone. while many projects grandfathered have been able to secure their site permit, there's still 34 projects that have yet to secure

i want to thank the planning department, especially audrey worked on this as well as our staff at oewd. again, as the retail -- retailers are really struggling, not just in san francisco but nationwide with e-commerce and other competing services. we need to make sure that we are giving as much flexibility for businesses to be able to operate their space. i hope this tool will help and perhaps other district supervisors will want to join in in the future. with that, supervisors. >> thank you. i know we worked with your office to support this. thank you for your leadership. thank you for the planning department. this is something that has happened in my district, unpermitted. i think because of the starship -- the environment to start businesses and start endeavours is often -- it has a steep hill to climb. we see this happening. one of the things i just thought of was we did not include -- i may come back and i probably will. is the institutional uses. often times under that category, they don't have a lot of money to pay for full-time rent and some of them only operate one day a week.
