we begin with explosive new allegations in the rape case turning the small town of steubenville, ohio, apart. two high school football stars are charged with raping a teenage girl in a string of parties this summer. an alleged crime where social media then played a part. they show kids laughing about the alleged rape, saying things that are too crass to even say here. but two starkly different narratives are emerging. one puts heavy blame on witnesses for not coming forward and on a community that tolerates bad behavior by local sports heroes. the other says they're exaggerated, the charges unfounded, and the rap on steubenville unfounded. susan, you spoke to the attorney for one of the accused, i understand. what did he tell you? >> that's right. this is the attorney who represents 16-year-old trent mays, who is one of the two defendants in this case. and he tells me that on august 14th, this would be about three days after the alleged attack, that the woman that -- the young lady that prosecutors say is the victim in this case, allegedly sent a text message to the defend, trent mays

that is the case of steubenville, ohio, where members of a high-school football team allegedly rapedunderage girl and possibly urinated on her unconscious body over the course of an evening of partying in late august. the young men chronicled their actions on social media sites such as facebook entries in the words such as "trunk group" and "rate" in their posts. one former football player tweeted -- in one video, an 18-year-old laughs about how unconscious the alleged rape victim was during the incident and refers to her as "the dead girl. >> she might have wanted it. that might have been her final wishes. [laughter] >> yawping she is dead? >> she's dead. >> but for many of the partygoers could delete their incriminating posts, local crime blogger a alexandria goddard made copies and publicized them on her website. she was sued for defamation but the charges have since been dropped. many steubenville locals have criticized for in the victim for bringing that to the public attention to the football team. the head football coach has refused to bench his players, and reportedly advised

mitt romney carried 12 of the 16 congressional districts in the state of ohio. sidering passing a bill that says, not winner take all, do it by congressional district. the state of virginia, the governor says he dent support this law. not enough state senate republicans support this law. the state of virginia, president obama narrowly carries it. if you look at it here, it's 7 of 11. mitt romney carried seven of the 11 congressional districts so he would have won the majority of the electoral college votes. the country, if you did it by congressional district, in all 50 states, mitt romney would be the president today. what about this appears now to be dying but what makes it fascinating is if you had a change like this, look at it. if you did it that way what would change? democrats would be down campaigning in places like alabama. places like georgia. any of these voting rights states that have african-american congressional districts. we'd have a presidential campaign in which republicans would be out campaigning in california. we haven't seen that since that

speaker john boehner of ohio violated that longstanding rule last night and in the process he became the only member of the leadership of his party who voted in favor of the bill. eric cantor and kevin mccarthy joined the majority of their party in voting no. boehner did find support from one key republican, paul ryan of wisconsin also voted yes. the main sticking point for republicans, a lack of spending cuts. hours before last night's votes, republicans considered trying to amend the bill from the senate and add additional spending cuts in. the senate made it clear they had no intention of revisiting this idea. so if changes were made that would essentially kill it. before the vote, republicans took to the floor and voiced their concerns. >> there are no spending cuts. we're adding $4 billion a day to the debt. the senate failed in cutting spending. >> i thought we were in a deficit crisis. i thought families were put at risk by this massive debt. what does this do about that? >> it was way past those senators bedtimes, they were blurry eyed when they were reading it we are trying t

ohio went to sherrod brown but yet 12 of the 16 districts drawn up by the ohio legislature were republican right. it does not reflect the will of the people. it reflects the lines they've drawn. it makes it that those the republicans don't have to work with the center or with president obama at all. the agenda he set out which is an encouraging agenda concerning climate change and women having fair bay and gays having civil rights and other issues that he brought up the other day are not issues that have any home in the republican party. so people in those districts don't even have to think about it. california has a law drawn on independent commission. over all the districts are more independent, and california will get better representation. i put the bill forward thinking there is gridlock in washington, one of the reasons is because of the redistricting and how it's so tilted. and the other is lack of public financing and too many concerned with pac contributions or independent expenditures by the wealthy. that's another issue we need to deal with. >> michael: they seeming to hand in h
