seven black officers at 6%. and hispanic officers, 9%, 47 white officers. when you compare it to the population of the district, it is not far off. 43% white officers. black officers, 6%, almost 6% of the district. there's no category for filipino officers, but if you put the two together -- asian officers and filipino officers -- not far away from the 45%. languages spoken -- mandarin, korean, cantonese, hindi, spanish, and tagalog. our crime staff -- this is one of the things i used to gauge how well i'm doing. if it is going down, i think i'm doing ok. if it is going up, i think i needed to better. these are the statistics for 2009, 2010, 2011, and year-to- date 2011, year-to-date 2012. this is april 1, 2012, these numbers are current. homicides last year, 2011, we had three. year-to-date at the same time last year, we had one. right now, we have one. rapes -- total of nine last year. we already have seven this year. i look at all the reports, and am looking to see if we have any serial crimes happening. most of these are people that the victim knows. ro

officer. officer jones, seeing the threat to the officer and everyone else nearby, fired a shot to protect an officer. almost immediately after that, officer tapang was able to catch up with the suspect and wrestle him to the ground, and they were able to take the suspect into custody and secure the pistol. when they checked the weapon they found it had 22 rounds of ammunition in the magazine. so it was clearly a catastrophe waiting to happen as these officers took action. they could have taken a defensive position. they could have taken cover and employed officer safety tactics, but instead, the move to forward to take action to protect their lives, the other officer lives, and hundreds of others on broadway at that time. clearly what they did was an act of heroism and very courageous under the circumstances there were facing. they were outgunned. so without a doubt, officers tapang and brian jones prevented serious injury or a life that night. for that reason they are being presented a bronz

the way that we are going to be proposing this is having the mayor's office be the overarching office that oversees this independent office. the governance body would consist of the department heads -- actually, we're pushing for it to be the department heads and not the designee. we think it is extremely important for all of the departments to continue to support this office. we would have the department had from dcyf, 1st 5, hsa, and representative from the mayor's office, and the superintendent from sf ust. that would be the governing body and this would be viewed group that would review would be the group that is responsible for -- would be the group that is responsible for making sure the final decisions are done. supervisor avalos has shared with you a rough draft of that structure sobecause it can the complex. from the government body, we would have a new director of this independent office. three policy planners, community engagement. we would have five staff members doing the work and then there would be an assistant for the director. all of those positions, you should know,

in looking at the officers that received complaints, 543 officers received complaints. of those 543, 374 received one complaint. seven received four, six received five, and five received more than five complaints in one year. we handle a variety of cases, but the cases of note that we received last year, we received 10 complaints involving the occupied movement. we received a complaint regarding a single room occupancy hotel tenants. and in those complaints, there were unlawful search, unlawful detention, a rest, and improper supervision. we also received three complaints of an officer in involving -- officer-involved shooting last year. the allegation in 2011, the action represented the largest percentage of the allegations, 36%. conduct reflecting this credit, 28%. a collective duty -- neglect of duty. the findings that we made on allegations last year was not sustained. that means that there was not a preponderant of evidence to find or not find misconduct. that means that we found the allegation was not true. usually no findings are made when we no longer receive co

in a law-enforcement officer. i think the question would be, which witness would be most appropriate to lay that groundwork? there are several witnesses on these lists, expert witnesses, or this particular individual, and that we do not need to hear from all of them, but perhaps hearing from one who can talk about, you know, the value of -- or the conflict inherent in someone who has been convicted to something who is also a law enforcement officer. it would be valuable to hear how bad is problematic, but i do not think we need a whole list of people to talk about that. who is most appropriate? we also have a former sheriff on the witness list. perhaps he is someone who could address some of that, i do not know. there are too many people to fill that category, so maybe we could just come up with one individual who answers those questions. >> i would like to explain why the different individuals are on the list. that might help to deliberate about what will be the most important. chairperson hur: why don't you answ

police officers now were part of treatment. we were provided cognitive life skills, we provide drug awareness and preetreatment programs. we decreased the recidivism rate from 60% to ushnder 20% years. the rate was 60 pfrlt lower than 2005. our incarceration rates have dropped. and i am confident in saying that we have better police and community relations. i think for me and my community, we recognize that racial profiling, that the focus on people of color, especially young minutes men, are more likely to occur when law enforcement uses race to start guessing. i am here to really reinforce that as a very ineffective policing practice. it is sloppy, it is counting on guesswork. i think the notion that we as a community or we as a nation must use racial profiling to make ourselves secure or to sacrifice civil liberties is not only false, it reeks of hypocrisy. if we were truly worried about national security in a sense of compromising civil liberties, then it would make sense that we would also ask or those engaging in profilin

capacity for new office development. remember, it is interesting, because of the zoning right now, 80% of the city is owned for industrial use. that is a very small percentage. the city has the same number of jobs as it had in the 1980's. it is largely because of the jobs that were lost to heavy manufacturing were replaced by jobs in the downtown offices and in medical services and institutions. that is why the market has supported a loss of that shift -- has supported millions of square feet of office space during that time. because of that, there is limited capacity for additional growth. it is also worth mentioning the discussion we have been happening about the types of office users. we have been talking a lot about firms that want to be in the city, but did not want to be in a downtown high-rise. that is playing out in south of market right now with a lot of the tech companies. that is the basis for why we are doing this plan to focus on that type of use. it is also clear that there is a market for both. when we loo
