most of our officers are doing right. this is a bigger issue than individual officer. some of these things that drive violence in communities, that drive gun violence in communities, go way beyond policing. we accept that as we deal with that. what we want to do as much as we can to make sure that bias and implicit bias doesn't drive this. officers get called to a call. the caller see what is they see and we have to go, and as we have seen on many news stories recently, some of the calls are driven by things that are biassed. and then we have to get there and make a professional determination of what we have and an objective determination, and that is what the training i think will help. i don't think there's an answer in talking to people that have ph.d.'s in this subject, they tell me that there is no perfect answer. there's a process, there's training, and then you have progress. but i don't think you're going to see -- i don't want to set that expectation that we're going to eliminate all the things that factor into this disparities and wealth, disparities in educa

is there a simulation that is done to test for and concern and perhaps officers or some officers may have implicit bias against people of color, black and hispanic. is there a simulation that sets up scenarios like that where you're tested against different races? i think it would be. is it something we have used? >> there are. a lot of that type of that simulation is done in research. stanford has done some and done in it research. we have been contacted by some of the institutions for that type of scenario and we don't have an agreement on that type of research yet, but it is out there, to answer your question. yes, it is out there and yeah. sometimes even with the tactical training where you have critical thinking scenario, it doesn't address implicit bias, but shoot, don't shoot with firearms qualifications and it does help somewhat to address that issue. the research is out there and that type of training is out there. i think it is an emerging area of law enforcement with good possibilities there. in 2018, there were five sergeants and 20 motorcycle officers, and that increased by five officers in 2019. recently, the department announced that 15 officers joined a training class in may to provide more targeted enforcement that i mentioned before. narcotics arrests and prosecutions. so narcotics arrests are prosecuted by the general unit. there's not specifically a noorkts unit. the department stated in 2018, 5% of the incoming cases into misdemeanor were drugs related and 22% of the cases coming into the felony unit were drug related, and the department estimates it spends $22 million a year prosecuting drug cases. finally, our office is working on a report that will be reported at neighborhood safety and public services, and i'm going to bring dan now to talk about the jails. >> thank you, lemon. so we received a request by this committee in march to include a brief summary update on the county jails in our budget priority report. it is our understanding as chair fewer mentioned a few minutes ago that a hearing is scheduled for may 22. >> chair fewer: that's correct. and so i'm

just the work of some of our officers. about a year and a half ago we put together a city wide burglary unit, and part of the reason for reconstructing this burglary unit out of investigations bureau was to work on serial-type of crimes. here is a good example of the work they did. on september -- sorry, on march 22, they arrested an individual who they had been working on for a while. and he was booked for nine commercial burglaries that occurred through the central, southern, and richmond districts. he's also been identified in six additional burglary. one of the benefits of having a citywide unit structure like this is with the cross jurisdictional crimes t communication and coordination is much better. they can kind of step back and look at the bigger view, and we were struggling somewhat in that area before reinstituting this unit. also, another success with this unit on april 1, tenderloin spotted a stolen vehicle that was being driven by a wanted burglar on the 2200 block of market street. he was arrested and when t
