a top federal mine safety official on scene in west virginia today said hope is minuscule. governor joe manchin is promising a full investigation into the explosion. staffers of the house committee have been dispatched as part of an investigation, and the department of labor has just announced its own investigation. already the upper big branch mine where the explosion took place, and massey energy, the company that owns it, are under intense scrutiny for their safety record or lack thereof. we learned yesterday that the mine had been cited for 53 violations last month alone. we know now that the mine was even cited twice on the day of the explosion. programs the most instructive thing we are learning about all these safety violations at the upper big branch mine is not how many safety violations they were, but what they were about. among the mine's violations was one in january for ventilation systems that are supposed to prevent the system of methane gas and coal dust that can cause explosions. according to the associated press earlier this year, federal inspectors found

the committee which determines the official start and end date for u.s. recessions met last week but says it ca k not determine the official ped end date. it confirmed december 2007 was when the recession began. most economic indicators have improved recently including the dow which closed above 11,000 for the first time in 18 months yesterday. even if there is no official determination of an end date, most economists agree that the recession is likely over. baltimore will receive federal disaster funds for the december snowstorm, remember the one that dumped 20 inches of snow in the city. baltimore wasn't included in president barack obama's initial disaster, because the city couldn't show it received record or near record snowfall. officials persuadeed the national weather service to look at additional measurements because snow totals varied around baltimore putting baltimore over the hump to get $2.25 million in federal funding, the city is also expecting at least 7 million for the those back to back visits we dealt with in february. >>> practical joke
