we were at frank ogawa plaza and this is where last night's demonstration began.here there is dueling rallies and marches scheduled to happen tomorrow. first, we have video of last night's demonstration. it was peaceful. about 100 protesters marched through downtown in west oakland over to webster and mcarthur. police followed the group along the route but there were no confrontations between police and protesters and there were no arrests. it was a very different scene from a week ago when 400 people were arrested after occupy supporters tried to take over a vacant convention building. police used tear gas and bean bag guns on the crowd at that event. nothing like that last night. in recent days, based on what occupy oakland supporters have written on discussion boards and twitter, there appears to be a debate within the movement about emphasizing nonviolence specifically as a protest tactic. there are comments on twitter like, we're losing the p.r. war and our message is being misconstrued. occupy oakland sent out tweets about last night's event saying, this is

anne makovec is at frank ogawa plaza with the latest. good afternoon. >> reporter: hello. there are new heads of both of those departments. the police department and the fire department. we'll get to that in a minute. but behind me here at oakland city hall you can see a group back there in front of the stairs, these are "occupiers," people who represent the movement. and they are lodging a lot of allegations right now. they are holding a press conference saying that the oakland police department has been involved in brutality, repression and they also have a lot of criticism over a new policy of stay-away orders to keep protestors away from this very area. now, about an hour and a half ago, interim police chief howard jordan was named the city's official police chief. he is a 4-year veteran -- a 24- year veteran of the force, assistant chief before becoming chief. and he has seen the department go through a lot of trouble. there was the "riders" case back in 2003 which now has it under federal scrutiny under threat of a takeover for failing to implement reforms after offi
