we've lost over 160 ohioans since the senate passed cara. drug overdoses have killed more ohioans than car accidents. so car accidents used to be the number-one cause of accidental deaths in ohio. now it is drug overdoses. it is probably true in your state too. according to the c.d.c., center for decease control, ohio has the fifth-highest death overdose death rate in the country. statewide, overdose deaths have tripled from 2009 to 2010. it's not slowing down. unfortunately, this crisis continues and therefore our response cannot slow down. it needs to speed up. washington is not going to solve this problem. it is g going to be solved in or communities back home. we can help, we can be better partners. that's what cara does, it makes washington a better partner to be rabe able sto to save lives. last week i discussed one of our cities in ohio, cleveland. i would like to update you and my colleagues in the house on what's happening in cleveland. from march 10, the day we passed cara, to march 27, the latest numbers we have statistics for, 29

so after months of meeting with ohio workers -- and we probably have 47,000, 48,000 ohioans who are affected by this. after meeting with retirees, after meeting with other stakeholders, including the administration, i introduced what was called the pension accountability act. basically it gives more persons, retirees a voice in this process. right now mpra does allow there to be a vote by workers and retirees. but for these large plans, the vote's tpho*pbl -- nonbinding. there is a vote but it doesn't count. even if participants vote 100% against the reforms it wouldn't stop it from going forward. that's crazy. that's certainly not democratic. additionally, the vote is designed unfairly. here's how it works, if a retiree or worker chooses not to take out a ballot and vote it's automatically counted as a "yes" vote for the plan. imagine how that would work in u.s. presidential elections or other democratic processes. that's not how it works. if you submit a ballot, you should be counted. the onus to submit a ballot, it shouldn't be counted. the pension accountability act fixes these two probl

we're now told 200,000 ohioans are addicted to opioids. opioids is prescription drugs and heroin. 200,000 ohioans. that's the size of a significant city in any state represented in this body or any district on the other side. in fact, it's the same size as the city of akron, ohio, where i was this week on monday meeting with their opioid task force because they are alarmed at what's happening and they want to be sure we're making every possible effort we can on the prevention side, education side, to get more people into treatment, to get them into longer-term recovery, to provide the police officers and other first responders with the narcan, this miracle drug they need to stop overdoses from turning into a death. they want our help. they support the cara legislation. they need it and they need it now. there was really troubling news last week. there was a story about a new poll out, a group called interact for health. they found in the poll in 2014, two of every ten ohioans knew someone who was abusing prescription drugs. a year later it
