the islands lie off japan's prefecture of okinawa. reports say government leaders are working out a purchase deal with the island's owners and studying how to use the land. chinese leaders tried to press their claim to the island. a boat rammed coast guard boats two years ago. chinese activists landed on one of the islands. chinese service ships have operated nearby. tokyo governor said the city government was planning to buy some of the islands in april. they said his plan was unacceptable. >>> a new report on the accident at the fukushima daiichi nuclear plant is making waves in japan. members of a diet appointed panel released the more than 600 page document on thursday. they criticized the prime minister's office for disrupting the emergency response to last year's accident. and they pointed to accounts given by the plant manager at the time, masao yoshida. the report quote yoshida as saying the prime minister's office has confused the chain of command by directly intervening in the emergency response work. it says yoshida defende

the japanese government says they're part of okinawa prefecture but officials from china and taiwan have been challenging that claim since the early 1970s when surveys indicated the presence of oil resources in the area. decades later, the dispute remains very much alive. public opinion in china is once again focused on the territorial dispute with japan over the senkaku islands. the issue was revived in april when the outspoken governor of tokyo, shintaro ishihara, proposed to purchase the islands from their private owners. prime minister yoshihiko noda said last week that the central government is considering similar plans. >> translator: the point is for japan to administer the islands in a peaceful and stable manner. we're communicating with the private owners and working on a comprehensive plan. >> the proposal drew furious comments on chinese online forums. >> translator: the chinese military should occupy the islands. >> translator: japan needs to pay for its attitude. >> monday's press briefing at the foreign ministry suggested chinese officials were ready for stronger action. >>
