i draw from oklahoma city oklahoma i wanted to make a comment about the money they have been giving to the banks fannie mae and filling out everybody but they shouldn't give all this so much money and bailout money to you to need to everybody all the working americans out here all the heads of households. that's my comment. i have to say that sentiment is probably echoed by millions of americans when you look at cut billions of dollars in taxpayer money has been given to these banks and and turn those banks have followed up bonuses to the very people who played a role high school when they're ripping up. i would be a little ticked off to. a very common sentiment to save look at the two trillion plus dollars in estimates money bill allows of different kinds how about cutting a check for 20 grand for every man woman and child. still some more phone calls for you today. hey guys i love your show and i did this fantastic and i love the connections that you make on a business level you are the best on that. i learn so much information and get a lot of experience from which you have to say.

this is that there was an advisory victims' rights provision and the oklahoma city bombing, you may remember and the victims of the oklahoma city tried to attend the trial. and victims' attorneys, particularly the prove et ceteraor at the university of utah worked with the united states department of justice and they both tried to enforce the vicktims' rights to attend that trial in the oklahoma city case. and it failed because it was an advisory act. and the problem with the mandamus standard of review is that it risks the same thing. it is somewhat more enforceable but not guaranteed it is more enforceable. it depends what the circuit court sbreps -- sbrets the need for relief. we are not completely back where we started, but it was three steps forward and the standard of review, it's two steps back again. >> on the comments you made about victims' rights taking place before the charge or after the charge or when are they taking effect, what would you want congress to do >> i would like congress to make clear that it is not post-indictment. some of them would be limited by their language, the right to be heard at a publi

in oklahoma, you have some shining examples of very high- quality early childhood education. i was in oklahoma city few days ago and the secretary of education was opening a new high quality early childhood facility for at risk kids. by the time they emerge from that program, they are performing just like middle- class kids. the parents are involved and become very well-informed advocates for their children's education. host: this effort was part of a student aid lending package. does it affect the ability for students to get money for college? guest: this changes the student loan program so that instead of having private banks handle a lot of these long, the government would be handling those. right now i think it is about 30 banks around the country that are handling this but with government guarantees and government subsidies. the government is basically already funding these loans by their guarantees. by shifting it back to government control, that would save an estimated 87 built -- $87 billion. host: how long before money starts going out to state once it is signed into law? guest: hopefully
